Summary

This position is located within the Office of the Chief Administrative Officer, Records and Information Compliance Program Office.

This is a competitive career detail NTE one (1) year. Detailee(s) will be selected to serve for an initial period that may be up to 120 days. The detail may be extended in increments of no more than 120 days, up to one (1) year.

If selected, the work schedule for this detail will entail 40 hours per week with a one day per week in office requirement.

Duties

The detail is tentatively scheduled to begin in September 2024.

While serving as a Records and Information Management Specialist, selectee(s) will work within OCAO’s, RICPO unit. Major duties for the GS-11 position includes, but are not limited to:

Working on special projects within RICPO which include:

  • Providing support for records and information management projects.
  • Coordinating projects, data collection, and document drafting and review.
  • Collaborating between RICPO Team, USPTO Business Units, Office of the Chief Administrative Officer, NARA and the Department of Commerce (DOC) to develop and implement enterprise-wide record solutions.
  • Providing support for the CUI Program, to include administrative support for SOPs, developing training materials, automation rollout assistance, and training assistance.
  • Planning and organization for a variety of Records and Information Management Projects and automated systems.

Qualifications

As indicated above, this detail is open to all current non-probationary, non-supervisory GS-11 and USPTO employees with at least FULLY SUCCESSFUL in the most recent performance rating.

To be eligible for this position, the candidate must possess:

An interest to learn records and information management. Experience in records management is highly desired but not required.

Education

This job does not have an education qualification requirement.

Additional information

This is not a bargaining unit position. These detail hours are not considered production-related for production award purposes.

More than one selection may be made.

Priority for selection will be given to those qualified candidates who have not had a career development detail or those with the least amount of service on a career development detail within the last four (4) years. Except where justified and agreed upon, an employee shall not serve on a career development detail a second time in the same area.

The candidate will be expected to telework most of the time however if selected to work with the Records Management Team they will be required to work in the office twice a week.

Detailee may not be noncompetitively detailed to a position having promotion potential greater than the potential of the position which the detailee currently holds or previously held on a permanent basis in the competitive service (or in another merit system with which OPM has an interchange agreement) and did not lose because of performance or conduct.

Hoteling is not authorized. The detailee will be provided with an office in RICPO, USPTO Madison West building 4th floor. Relocation expenses or temporary duty expenses (TDY) are not authorized for this detail and will not be paid.
