Position Summary
The Operations & Facilities Management Department at Washington University School of Medicine is committed to delivering a comprehensive range of services to support the medical campus.
We oversee maintenance and operations for 65 buildings, covering more than 11.1 million gross square feet of space. This includes the 11-story, 609,000-square-foot neuroscience research building, which houses one of the world’s highest concentrations of neuroscientists. Our responsibilities include operational and administrative support, strategic planning, and project management.
Furthermore, as the School of Medicine continues to expand its presence both on and off campus in areas such as teaching, clinical care, and research, our team remains instrumental in ensuring the seamless delivery of clinical care, advancing research initiatives, and facilitating educational endeavors.
Perform complex and advanced Geographic Information System (GIS) tasks specifically for emergency management (EM) and public safety purposes. This position involves collecting, formatting, creating, and maintaining spatial data and EM applications pertinent to a university setting. Responsibilities include map production using ArcGIS Pro, web application development using ArcGIS Portal, and coordinating field collection efforts using ArcGIS Field Maps. The role is supervised by the Associate Director of Emergency Management and Public Safety, with evaluations based on observation, report reviews, quality and effectiveness of completed work, and adherence to established policies and procedures.
This position also assists with coordinating the department’s daily emergency management functions, including maintaining the Emergency Operations Center (EOC) in a state of readiness for response and recovery efforts and representing the Emergency Management Program at university meetings, organizational functions, or civic engagements as assigned by the Director or Assistant Director. This position is responsible for 24×7 on-call emergency support services when activated or assigned by the Director.
Job Description
Primary Duties & Responsibilities
- Create and update GIS maps using ArcGIS Pro, tailored for university and academic medical campus emergency management and public safety needs. Apply knowledge of Esri’s ArcGIS Enterprise software and tools, including, but not limited to, ArcGIS Pro, Portal for ArcGIS, and Web AppBuilder.
- Work with WashU public safety personnel and other WashU GIS personnel to map university assets and convert CAD drawings to build improved life safety and preparedness GIS-based products, including, but not limited to, emergency signage, evacuation routes, and emergency assembly points.
- Integrate mobile technology and support collection of field mapping data of university assets, such as life safety equipment, to organize and utilize within GIS-based products.
- Collaborate with WashU GIS personnel for the use and application of data acquired from drone resources in support of response and damage assessment, integrating data into GIS-based products.
- Assist EM leadership identifying key data collection points for critical elements of emergency management and public safety, evaluating, synthesizing and reporting the data that allows for detailed analysis to drive enhancements to public safety policies and practices.
- Collaborate with EM programs in conducting advanced spatial mapping analysis to enhance EM mitigation, preparedness, and response effectiveness to include but not limited to efforts such as hazards and vulnerability assessments, damage assessments, deployed asset management, and applications within crisis management software.
- Perform versioned editing of tables, feature classes, and feature datasets in enterprise geodatabases or other databases, maps, and floor plans to be extracted for GIS use.
- Assist with training and supporting the WashU Crisis Management Team (CMT) in visualizing and applying GIS products that support their response role in the Emergency Operations Center (EOC).
- Maintain a working knowledge of advancements in GIS software, attending seminars, workshops, and training sessions as appropriate.
- Serve on the rotating schedule in the emergency management on-call support, representing the department and acting on behalf of and with the authority of the Director. This responsibility may entail either physical or virtual (through the use of telephone, email, text messaging, or Internet) support as deemed appropriate by the situation.
- Represent the Emergency Management Program at university meetings, organizational functions, or civic engagements as assigned by the Director. Representation may include assigned formal or informal oral and written presentations to senior-level university staff, including but not limited to Deans, Department Heads, Business Managers, and Vice Chancellors.
- Manage assigned staff, contractors, interns, and other personnel resources supporting WashU mitigation, preparedness, response, and recovery efforts.
- Assist with coordinating and instructing various emergency/disaster preparedness courses needed to support the preparedness efforts of university faculty, staff, and students.
- Lead assigned university-wide or campus-specific emergency management initiatives and provide regular follow-up and status reports to the Director.

Preferred Qualifications
- Master’s Degree in geographic information systems, public administration, or public safety field, including five (5) years of experience in a comprehensive practitioner position with knowledge and experience in higher education and/or public safety. Knowledge of medical research and education practices.

- General knowledge of geography, cartography, Esri, and other open-source GIS software and applications.
- Produce maps and reports using GIS databases.
- Perform data and geographical analyses.
- Customize pre-built applications from Esri.
- Ability to type at a reasonable rate of speed.
- Extremely proficient in Microsoft Office products, including Word, Excel, PowerPoint, Outlook, and Visio.
- Understanding of current best practices and technologies for coordination of crisis management operations.
- Strong communication (oral and written) skills.
- Remains calm under pressure; work with time constraints; prioritizing a must.
- Basic understanding of the organizational impact related to program implementation in areas of safety, planning for emergency response, business continuity, response, and recovery.
- Ability to maintain required certifications and initiative to seek opportunities for professional development.
- Ability to respond to work during emergencies or inclement weather.
- Ability to work under mildly unsafe and/or uncomfortable environmental conditions during an emergency with factors that could include but are not limited to exposure to temperature variations, odors, wetness, or dust, extended work hours, or lack of sleep.
- Ability to deal courteously with University faculty, staff, students, visitors, or campus partners under stressful conditions.
- Ability to coordinate with high-level staff positions within the University and outside agencies.
- Ability to communicate complex topics with non-subject matter experts. Able to share expertise in a constructive and accessible manner.
- Basic understanding of all phases of comprehensive emergency management, including preparedness, mitigation, response, and recovery.
- High-level interpersonal skills in order to gain consensus, compliance, and follow-through from university partners.
- Ability to understand and work within a complex environment of multiple organizations and missions.
- Strong critical thinking skills with the ability to manage complex projects and develop innovative solutions.
- Ability to work in a team-oriented environment in a collaborative approach to continued development and enhancement of the emergency management program.
Required Qualifications
- Bachelor’s degree in emergency management, business continuity, public administration or related public safety field or equivalent experience in emergency management in a comprehensive practitioner position for a minimum of seven years or equivalent combination of education and experience.
- Certified Emergency Manager (CEM) -International Association of Emergency Managers (IAEM) or ability, qualifications and commitment to achieve certification within one year of hire.

Salary Range
$58,400.00 – $99,700.00 / Annually
The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one’s qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
