The Innovations Against Poverty (IAP) program, funded by the Swedish International Development Cooperation Agency (SIDA) and implemented by SNV, supports innovative, inclusive business models that engage and benefit low-income populations in Cambodia, Ethiopia, Uganda, and Zambia. This program operates a challenge fund to identify and support promising innovations that contribute to poverty reduction and inclusive development in these countries.

SNV Cambodia is seeking to recruit a Learning, Communications and Influencing (LCI) Consultant for the IAP programme. IAP’s management unit (PMU) is based in Phnom Penh, Cambodia. The LCI Consultant reports to the IAP Multi-Country Programme Manager and collaborates with in-country teams in all 4 countries, as well as in The Netherlands. The LCI Consultant will spearhead efforts to expand learning, develop insights across the program, engage stakeholders, disseminate findings through various channels, and actively participate in events to increase program visibility while identifying and sharing systemic changes with relevant stakeholders.

Job Description

The LCI Consultant for the IAP programme will support the PMU in developing and executing the IAP communications plan and enhancing learning and knowledge development across implementing countries. The Consultant will work closely with the IAP Multi-Country Programme Manager and agree on quarterly work-plans and deliverables. Detailed objectives would fall into the following categories:

  • Storytelling and Systemic Change Identification: Oversee the development and execution of the IAP communications work-plan and learning and dissemination/influencing agenda. Identify systemic changes as they occur and develop insights to share with relevant stakeholders.
  • Stakeholder Engagement: Engage SIDA and other stakeholders to align learning efforts with pressing issues and key themes.
  • Progress Reviews: Support regular progress reviews of IAP activities and measure social impact. Expand learning efforts to identify and develop insights at the portfolio, grantee, and fund levels.
  • Knowledge Production: Ensure the production of high-quality knowledge products, such as presentations, articles, briefs, video documentaries, etc on portfolio companies, the IAP project, its challenge fund management approach, and thematic or systemic changes achieved, including linkages to other SNV projects or other ecosystem actors.
  • Website and Social Media Management: Make learnings accessible to the public through IAP’s website and identify key groups to target directly.
  • Public Access and Targeting: Develop a systematic approach to disseminate learnings from current and previous grantees, partnering with other SNV projects or SNV’s Global Marketing, Communications, and Public Affairs team as appropriate.
  • Event Participation: Organise and participate in stakeholder learning events, both locally and internationally, to share insights and increase the visibility of the programme, its grantees, and their innovations.

Qualifications

  • Bachelor’s degree/Master’s degree in communication for development, journalism, or development studies.
  • At least 5-7 years experience in communications, knowledge development and media relations work in an international setting.
  • Experience in donor reporting and donor engagement (SIDA/European Donors/International Organizations).
  • In-country network / experience working in Cambodia, Ethiopia, Uganda, or Zambia.
  • Fluence in written and spoken English
