1. BACKGROUND

Fairtrade Africa is the umbrella organization representing Fairtrade certified producers in Africa and is a member of Fairtrade International (FI). FTA aims to effectively represent producers within the International Fairtrade system and to contribute to the livelihood improvement of African and Middle Eastern producers by increasing access to markets. Established in 2005, FTA works within the Fairtrade system to support over 1,055,000 farmers and workers in over 520 producer organizations spread over thirty-three countries to access better prices, decent working conditions, and fairer terms of trade.

2. About the HREDD Dialogue Project

Fairtrade Africa is implementing a project which aims to shift power dynamics between farmers, workers and private sector actors across different value chains through the lens of human rights and environmental due diligence (HREDD). In practice, this entails bringing the farmers and workers together with the private sector actors to implement HREDD within the supply chain. The project will plug into the producer organizations’ (PO) compliance requirements to support flower producers and traders to meet the requirements of the HREDD cycle. Through this consultancy, the selected POs will be supported to meet the requirements of steps one and two of the HREDD Cycle through facilitation with technical support to conduct a participatory Human Rights Risk Assessment (HRRA) and to develop risk mitigation plans.

3. ABOUT THE ASSIGNMENT.

Fairtrade Africa is seeking the services of qualified HREDD specialists to provide technical support to two flower farms in Kenya to conduct a human rights risk assessment of their operations. The HRRA report will then form the basis of dialogue between the main stakeholders in the supply chain on the mitigation measures needed to resolve the identified issues. One flower farm in Naivasha and another in Nanyuki have been selected as the locations where the human rights risk assessment will be conducted.

The consultancy will provide technical support and capacity building to enable the two farms to understand and implement the HRRA process. A project team has been set up in the two flower farms who will support the HRE risk assessment, the consultant will work closely with the project team and the FTA HREDD Coordinator to fulfil this assignment. The consultant is expected to use a methodology developed by Fairtrade to build the capacity of the project teams and guide on other important processes for the HRRA.

It is envisioned that the HRRA will lead to:

1. Improved understanding of the salient human rights risks in the two flower farms.

2. Development of an action plan to mitigate the identified risks in the two flower farms.

3. A HRRA report which shall be the basis for supply chain dialogue on HREDD. We project that the selected consultants should complete the assignment within twenty-five (25) consultancy days between the month of September and October 2024

4. SCOPE OF WORK AND DELIVERABLES

The deliverables for this assignment are listed below:

• Train the project teams in the two selected flower farms on the HRRA methodology developed and provide a training report.

• Support the project teams to develop data collection tools, identify the research sample and conduct secondary and primary data Collection as per the objectives of the assignment

• Support the project teams in the two farms to conduct data analysis and reporting and presentation of the findings and recommendations

• Support the project teams in the 2 selected farms to conduct validation of the findings with stakeholders

5. CONSULTANCY REQUIREMENTS

In addition, the Consultant should possess the following qualifications:

• A minimum of 3 years’ demonstrable experience with similar assignments, preferably in the Kenyan Flower sector in Hired Labour set ups.

• Demonstrable understanding of the Fairtrade Standards, and Human Rights and Environmental sustainability issues affecting the flower sector.

• Good interpersonal skills with the ability to work with diverse stakeholders.

• Demonstrable experience in working with Fairtrade certified flower producers will be an added advantage.

6. PROCEDURE FOR APPLICATION.

Interested consultants are requested to submit applications to Fairtrade Africa while attaching the following documents:

• A Cover letter

• A Technical Proposal of 8 pages maximum. This should include the proposed approach to the assignment, detailed work plan, and a profile of all persons who will be involved in the assignment as well as their roles.

• The proposed budget that includes all cost required by the consultants to conduct the assignment. The budget should include all the applicable taxes as per Kenyan laws.

• The CVs of the team that will be involved in the assignment.

• At least three references of similar work done.
