Carry PSEA capacity assessment and capacity building for UNICEF Civil Society Implementing partners in the DRC.

UNICEF DRC seeks to hire an international PSEA consultant in charge of PSEA capacity assessment of CSO implementing partners in charge of systematically assessing all partners identified for PSEA capacity.

More precisely, the consultant shall be tasked with:

(i)        Carrying out PSEA capacity assessment and reassessment for all identified partners using the joint UN assessment in UNPP platform

(ii)       Support high and moderate risk assessed partners to develop and implement their capacity strengthening implementation plans (CSIP) to improve on their PSEA capacities levels.

(iii)      Produce a final consultancy report detailing work done including the number of partners assessed, the new capacity levels of partners and expected dates of reassessments where applicable.

In all, the consultant will be expected to ensure PSEA assurance for 100 CSO implementing partners.

How can you make a difference? 

Objectives

The main objective of this consultancy is to manage SEA risk of implementing partners. It includes the identification of their strengths, and capacity building needs. To provide continuous support to partners in managing their risk of sexual exploitation and abuse :

1.           Assess the PSEA capacity of implementing partners.

2.           Support implementing partners to adopt and implement their CSIP (capacity strengthening implementation plan)

To qualify as an advocate for every child you will have… 

Academic qualification:

  • Advanced University diploma (Master’s Degree) in Gender, Social Sciences, Human Rights Law, International Development, Program Monitoring and Evaluation or any other similar degree.

Experience:

  • At least 8 years of practical experience working in the field of gender, PSEA, GBV, monitoring and evaluation, and international cooperation at national and international level.
  • Experience working on the implementation of UN protocol on implementing partners, particularly carrying out SEA risk assessment/ PSEA capacity assessment for UN implementing partners.

Linguistic skills and other competencies:

  • Mastery of oral and written French language. Understanding of English is an advantage.
  • Good computer skills with mastery of Microsoft office applications.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
