JOB CONTEXT :

Humanity & Inclusion’s International Programmes Division (IPD) counts 5 Geographical Departments, 4 Technical Departments, 1 Atlas Logistics Department and 1 Emergency Department.

The Emergency Department is made up of 16 people divided into 2 teams and a management assistant: a team in charge of monitoring, alerting and preparing for emergencies and a team in charge of emergency response at head office and in the field.

We are recruiting an Emergency Physical and Functional Rehabilitation Manager for the latter team, which comprises 8 emergency specialists ready to be deployed within 72 hours (2 Area/Ops Managers, 1 Logistics, 1 Finance and HR, 1 MHPSS, 1 Physical Rehabilitation, 1 Livelihood, 1 Inclusive Humanitarian Action).

JOB MISSION :

Reporting to the Emergency Pool Manager and in close coordination with the Physical and Functional Rehabilitation Specialists at headquarters, the Emergency Physical and Functional Rehabilitation Manager will be responsible for :

Task 1: Participating in the initial diagnosis of emergency response operations, following a humanitarian crisis;

– Contributing to the definition of the strategy, methodology and sizing of the initial diagnosis, including the creation and/or adaptation of needs assessment tools;

– Participating in needs assessments;

– Contributing to analysing the results and defining the immediate response strategy, anticipating the emergency-rehabilitation-development nexus;

– Contributing to the development of the project and the drafting of proposals;

Task 2: Leading and coordinating the deployment of physical and functional rehabilitation operations as part of the opening of a new programme or a new area/project, following a disaster, in accordance with Humanity & Inclusion’s rules and standards and those of its donors and under the supervision of the emergency area manager or the programme director/country manager.

– Participating in the development and launch of the programme and the implementation of the emergency response strategy.

– Defining the operational, technical, budgetary and logistical framework for emergency physical and functional rehabilitation interventions, with the support of emergency physical and functional rehabilitation specialists at head office and in compliance with internal and international frameworks;

– Supporting the implementation of integrated approaches, through close collaboration and coordination with the MHPSS and livelihoods managers in the Emergency Pool;

– Developping project management, monitoring and evaluation tools and monitor their implementation;

– Managing the project team: defining the project organisation chart and job descriptions, recruit in collaboration with the Human Resources Coordinator, participate in the integration of new arrivals, monitor the team collectively (meetings, information) and individually (action plan, performance evaluation, internal mobility, compliance with regulations, etc.).

– Monitoring the quality of actions carried out: monitoring and evaluation of the process and compliance with established criteria and indicators;

– Identifying partners’ capacities and capacity-building needs in coordination with the support teams

– Participating in the drafting of internal and external reports;

– Producing regular situation and activity reports for the Emergency Area Manager or Programme Director/Country Manager and the Operations and Technical Officers supervising the country programme concerned.

– In some cases, coaching, training or supporting HI project managers in emergency response management.

– Writing end-of-mission and feedback reports

Task 3: Representing and promoting Humanity & Inclusion’s emergency response mandate in your area of expertise;

– Promoting the mandate and its positioning in coordination with implementing partners;

– Representing and participating in coordination mechanisms for emergency physical and functional rehabilitation (health working group, trauma working group, etc.).

– Participating, at the request of the hierarchy, in actions linked to advocacy and institutional campaigns implemented by Humanité & Inclusion at headquarters and/or in the field;

– Contributing to the mobilisation of public and private stakeholders to ensure the inclusion of vulnerability and disability in their programmes and initiatives.

Task 4: Contributing to institutional capitalisation and to participate in the development and updating of Humanity & Inclusion’s methodologies, procedures, tools and emergency training.

– Participating in formalisation and capitalisation work in his/her area of expertise, in close collaboration with the sector manager and the technical specialist at head office;

– Participating in the Emergency Management strategy and others, if necessary;

– Contributing proactively and constructively to the design of emergency response processes and methodologies;

– Contributing to the development and/or optimisation of the tools, procedures and resources used by Humanité & Inclusion for emergency response, in close collaboration with the technical specialist at headquarters.

– Contributing to building the emergency response capacity of Humanité & Inclusion staff and/or partners according to identified needs;

– Contributing to the improvement of training tools and modules in its areas of expertise;

– Participating actively in workshops organised within the Emergency Response Team or by other departments within Humanité & Inclusion, in relation to emergency response.

– Providing support to the head office technical specialist on specific and cross-cutting issues.

ACCESSIBILITY OF THE POSITION

Based in Lyon, the position is located in Open Space, boxes are available for more quiet if necessary and the work space is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available.

Concerning the building, elevators and access ramps are available.

YOUR PROFILE

Do you have at least three years’ experience in physical and functional rehabilitation in an emergency setting, and is your current personal situation such that you can be deployed within 72 hours? Here are the details of the profile required for this exciting temporary replacement position:

Training / Knowledge

– A degree in physiotherapy or occupational therapy

– Additional training in project management and development / humanitarian operations or equivalent, preferably in the field of international humanitarian action

– Good knowledge of emergency donor regulations and processes

– Languages: fluent in English and French. Spanish or Arabic would be a plus.

– Computer skills: proficiency in Pack Office

Experience

– Recent clinical experience (orthopaedics, trauma, respiratory or burns)

– At least 2 years’ proven experience as a manager/coordinator in the field of physical and functional rehabilitation;

– Additional experience in the MHPSS and inclusion sectors; including experience in developing intervention frameworks for emergency physical and functional rehabilitation (processes, tools, etc.).

Soft skills
