Infrastructure Vice Presidency

Globally, one billion people live more than 2 kilometers from all-weather roads, 685 million people lack electricity, and nearly 4 billion people lack internet access. Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Vice Presidency within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. It currently consists of four global departments: Energy & Extractives (EEX); Transport (TRA); Urban, Resilience and Land (URL), and Global Infrastructure Finance  Department. It oversees the Bank’s work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships. Energy Extractives Industries (IEEXI)

 The objective of the Extractives Unit is to provide technical advice and support on cutting-edge policy and analytical work, often resulting in financing, to support developing countries transform their natural resource wealth into sustainable, resilient, and inclusive economic development, consistent with climate mitigation goals.

The long-standing business lines relate to a continued focus on minerals needed for human development, ensuring good sector governance and strong environmental and social management (ESG) practices that increase the sustainability of minerals being increasingly demanded across all facets of society.

 The EGPS Multi-Donor Trust Fund

The Extractives Global Programmatic Support (EGPS) Multi-Donor Trust-Fund within the Extractives Unit (IEEXI) of the Energy and Extractives global department (EEX) helps developing countries manage their mining resources to support poverty reduction and boost inclusive, sustainable growth and development. The EGPS is currently commencing its third phase- EGPS-3, with three key areas of engagement: the Climate Smart Mining (CSM), the Resilient and Inclusive Supply Chain Enhancement (RISE) Partnership and the Artisanal and Small-scale Mining (ASM).

Due to the strategic importance of critical minerals, EGPS is being implemented in close coordination and synergy with multiple transformative initiatives in the space of critical minerals being undertaken by the United States, European Union and its member countries, the International Energy Agency and other Europe-based multilateral and bilateral organizations.

Scope of Work 

The EGPS is seeking a E T Consultant to lead the EGPS, monitoring, evaluation and learning work, in close collaboration with the EGPS portfolio team currently comprised of two specialists who oversee our grant monitoring functions. EGPS has been working to improve development impact measurement and monitoring related to both our knowledge and technical services as well as to our grant allocation functions.

The E T Consultant – M&E Specialist will be leading the preparation of the program’s results framework. In addition to working closely with the unit’s portfolio team, the specialist will work on CSM, RISE and ASM indicators, and become a core member of the team delivering the EGPS Annual Report and closely collaborating in the preparation of the EGPS Annual Work Plan, as well as lead the delivery of any commitments to the EGPS Partnership Council (donor group) related to EGPS Umbrella TF monitoring, evaluation, and learning program. The Specialist will also be expected to support the EEXI team and its lending portfolio, and to collaborate across the World Bank Group, with IFC, MIGA and other global departments.

The Consultant will report to a designated EGPS team member for the work around EGPS M&E and to the Sr. Operations Officer of IEEXI. Supervisor of the Consultant will be the IEEXI Practice Manager.

Role and Responsibilities

• Prepare the EGPS Results Framework in close collaboration with the program management team and interaction with EGPS donors.
• Oversee the implementation and, when needed, update the theory of change, EGPS (and associated components) results framework and indicators, evaluation and learning plans.
• Support and advise EGPS’s results data collection, monitoring and reporting including data validation and quality control.
• Lend support and coordinate EGPS evaluations and Mid Term Review (as initiated by members of the Partnership Council, internally, or as part of Administrative Agreements with support from the EGPS teams and outsourced consultants/firms).
• Prepare high-quality reports on the EGPS monitoring and evaluation progress and results, including periodic progress updates to donors, Annual Progress Report as well as other reports as needed.
• Identify major gaps, lessons and areas for improvement based on M&E’s findings and recommendations; extract, synthesize, and craft compelling lessons learnt from EGPS-funded projects or programs in support of the key decision making, learning and communications needs and activities.
• Support the dissemination of key findings and recommendations from M&E activities and promote or facilitate internal learning accordingly.
• Represent the EGPS M&E perspectives at different fora, as needed, including within WB and other key stakeholders.
• Support the broader EEXI team in the M&E related to the unit’s lending portfolio.
• Other duties and tasks as specified by the EGPS Program Manager and the EEXI Practice Manager.

 

Selection Criteria

• Master’s degree in in international development, public policy, economics, statistics, environmental or social science, or other related fields and at least 8 years of relevant professional experience in World Bank or other IFI operations that can be applied to evaluation work. Some experience and/or an aptitude for designing and conducting evaluations.
• Good understanding of monitoring and evaluation principles and best practices with proven knowledge of a range of monitoring and evaluation methods, results-based management, monitoring, and participatory approaches.
• Demonstrated knowledge and experience in developing and implementing theories of change, results frameworks, evaluation and learning plans for complex, multidisciplinary programs.
• Good understanding of international development topics. Specific knowledge in one or more of the following areas is a plus: critical minerals and associated value chains, climate mitigation, resilience and adaptation, and gender and social inclusion.
• Knowledge of WBG operational and trust fund policies and procedures.
• Ability to conceptualize and produce concise, logical, clear, user-friendly, and persuasive written outputs, reports and presentations; Data visualization and/or IT skills a plus.
• Proven project planning, and organizational skills; able to multi-task, deal with conflicting priorities and deliver high quality work on time.
• Demonstrated excellent analytical, writing, and oral skills. Ability to communicate and present information in a clear and organized manner in writing and orally. Capacity to develop visual presentations that help summarize and visualize evaluation findings.
• Demonstrated ability to work independently, seeking guidance as needed from more senior colleagues and task team leaders.
• Intellectual curiosity, entrepreneurial skills and demonstrated ability to adapt and innovate to answer difficult questions or analyze new subjects.
• Demonstrated ability to engage with others independently: identifies potential sources of information to gather required information or data needed for monitoring and evaluations.
• Outstanding interpersonal skills and ability to engage proactively and constructively with diverse, multi-cultural teams; including peers, junior and senior colleagues across units.
• Excellent verbal and written English language skills.
