We are searching for an experienced Call for proposal – SDGs and Impact Management and Measurement Consulting Firm at our Tunisia facility.

Project Overview:

The Challenge Fund for Youth Employment (CFYE) is a 7-year and €134 million programme funded by the Netherlands Ministry of Foreign Affairs, that aims to create a prosperous future for 230,000 young women and men in the Middle East, North Africa, Sahel & West Africa and Horn of Africa regions. The Fund will be supporting initiatives in 11 focus countries that will offer youth, in particular young women, opportunities for work that is demand-driven and productive, offering a stable income and safe working conditions, and that is contributing to their personal development and social protection. 

Private sector, civil society and knowledge institutions will be invited to submit proposals geared to scalable solutions for creating more and better jobs and income generating opportunities for youth. Solutions will in particular focus on an integrated approach that addresses the shortcomings on the demand side (jobs) and supply side (skills) and bridging the mismatch between these two in the labour market. 

Assignment Overview:

The Challenge Fund for Youth Employment has partnered with seven private sector entities in Tunisia to in order to create, match and improve more than 10,000 jobs for youth in various regions and sectors.

As part of CFYE’s Technical Assistance (TA) facility, Implementing Partners (IPs) have identified an interest in IMM. Specifically, IPs require a better understanding of how to measure and manage the impact of their activities for their respective stakeholders. The term “impact” refers to the social and environmental consequences of their projects, including both direct and indirect effects, as well as positive and negative outcomes.

To meet this need, CFYE plans to engage an expert to facilitate this TA assignment for 65 days.

Specific Activities:

  • As an SDGs & IMM Consulting firm for CFYE, your responsibilities will include:

Develop a detailed program of the technical assistance, including the content for the training sessions.

  • Deliver a 5-day training session for participants from the selected IPs. The training session will bring together participants from four IPs, with an anticipated maximum of 15 people. This can be done on-site or remotely.
  • Following the 5-day training session, consultant will provide technical assistance for each of the 4 IPs, tailored to their activities, their size, and their strategic objectives, to:

a) Embed the impact orientation into the management and decision-making processes.

b) Develop a framework for Impact Measurement and Management (IMM) according to international standards and best practices in the field.

d) Consultant is expected to conduct this for a duration of 15 days for each IP (60 days).

  • Write a final report highlighting the different phases of the assignment with a focus on the lessons learned and as shared by IPs with recommendations for a potential similar mission in the future.

Deliverables:

Your success in this role will be evaluated based on the following deliverables:

  • Comprehensive 5-day training curriculum and recording.
  • IMM frameworks and Impact reports for the selected IPs.
  • Final Report with recommendations and lessons learned.
  • All deliverables should be approved by CFYE to be considered as accepted.

Level of Effort and Reporting:

The total LoE proposed for this assignment is 65 working days. Five days will be dedicated to the joint training session, and 15 days per IP for individual TA on IMM implementation and reporting (60 days). This assignment should be completed within no more than three months starting from contract signature. The consultant/organization will coordinate and report directly to the CFYE Tunisia country team, represented by both the Technical Assistance Manager and CFYE’s Country Lead in Tunisia.

  • Technical offer with suggested approach/methodology to the proposed activities
  • Relevant track record of the organization and profiles/CVs of proposed team members for implementation
  • High level workplan
  • Break-down of proposed budget for the assignment, including all expected costs (breakdown of proposed fee structure and any other expected costs)

The selection of the service provider for this assignment will be based on the following criteria:

  • Expertise and experience of the team in implementing IMM and SDG orientation in private sector enterprises.
  • Experience and familiarity of the consulting firm with the Tunisian context, and more broadly the MENA region.
  • Ability to conduct the assignment in French.
  • Clear and solid methodological proposal, outlining how to ensure successful delivery of the project.
  • Financial proposal.
