Job Description:

This position serves as a Quality Management Analyst within the DFPS Information Technology Services division (ITS). Under the direction of the Quality Management Services (QMS) Director, this position performs various activities including IT strategic planning, risk management, program-area performance metrics and measurement development. This position assists the QMS Director with continuously implementing and managing IT’s quality management and business process improvement initiatives.

This position has telework options and is currently a fulltime remote position This position works under limited supervision, with encouraged and reasonable latitude for the use of initiative and independent judgment. Work outside of regular business hours may be required. Travel to other work locations may be required. Performs special projects and other duties as assigned.

Essential Job Functions:

Documents business processes, policies, and procedures as well as associated performance metrics throughout the IT organization.

Serves as point of contact for the QMS team’s business process improvement and strategic planning efforts.

Assists in developing project plans and project work breakdown structures (WBS) for process improvement efforts.

Collects, documents, and manages IT business process information into a comprehensive business process library.

Works with IT leadership to design and implement IT’s quality management and process improvement initiatives.

Conducts benchmark studies with other IT organizations that assists IT leadership with best practices for setting and measuring results to ensure organizational success.

Conducts routine and ad-hoc audits, assessments, and functional reviews of IT work teams to determine and document operational efficiency, issues, operational risks, and other related information.

Manages the collection and reporting of Key Performance Indicators (KPIs) across the IT program areas to assist IT leadership with developing and measuring performance metrics.

Develops messaging and communications on behalf of the QMS team to all of IT, including key IT organizational metrics and overall organizational quality improvement progress.

Coordinates and conducts staff training relating to quality management systems, business process improvement, and effective KPI creation.

Participates and assists with ITS strategic planning activities including setting goals, objectives, and performance measures for the IT strategic plan and develops appropriate methods for measuring organizational success against the plan.

Manages a comprehensive risk registry to ensure effective execution of risk management activities.

Conducts routine reviews of processes, performance-to-target, risks, accomplishments, and areas of improvement and develops solutions to organizational issues.

Participates in, and/or provides feedback on quality reviews and functional assessments or audits.

Develops and recommends business process, organizational, and/or performance measurement changes based on analysis and findings.

Participates in change management initiatives including defining current and future environments, recommending changes to business processes, systems, and technologies, and directly managing transition efforts

Performs other special projects as assigned.

Performs work as assigned.

Adheres to all Texas Department of Family and Protective Services HR policies to include attendance on a regular basis and performing other duties as assigned.

Knowledge Skills Abilities:

Extensive knowledge of quality management systems, the process approach to quality management, business process improvement and management.

Advanced communication skill with both electronic and print communication especially communicating complex concepts with simplicity in a variety of formats.

Ability to communicate with all team members and stakeholders; technical teams and customers; work in a team setting.

Skill in project management methods and negotiation of projects and program initiatives

Ability to comprehend, interpret, and apply various project, quality, and model-based methodologies to solve complex problems.

Ability to create quality improvement-focused business or technical recommendations and manage the implementation of these recommendations.

Ability to apply system-based critical thinking and problem-solving skills to complex issues within a fast-paced information technology environment.

Ability to work independently as well as lead teams through complex projects and initiatives.

Knowledge of state strategic planning requirements for state agencies.

Advanced experience/skill proficiency with productivity software including Microsoft (MS) Office Suite; especially MS Project®, PowerPoint®, SharePoint®, and Visio®

Advanced experience/skill with developing mission-critical enterprise solutions and custom applications using Atlassian tools including configuration of JIRA® & Confluence®.

Working knowledge of data collection, storage, management, and visualization using tools such as: SQL databases, Tableau®, MS PowerBI®.

Familiar with time and resources databases used in an IT environment for tracking IT project resources.

Working knowledge of large scale-computer systems.

Working knowledge of change management methodologies.

Ability to analyze and interpret program and technical information including regulations, policies, and business rules to aid in DFPS IT program goal and priority setting.

Ability to work in a fast-paced, deadline-driven environment.

Registration or Licensure Requirements:

Prefer Project Management, Program Management, Business Analyst, and/or Risk Management related certification. Initial Selection Criteria:

Graduation from an accredited four-year university or college with major coursework in quality management, public administration, information technology, business, computer information systems, management information systems, or a related field; equivalent experience and education may be substituted for one another on a year-for-year basis;

Minimum of three year managing change management initiatives for medium to large size organizations.

Experience developing, managing, and implementing training solutions for medium to large size organizations.

Minimum of two year of technical experience in business process composition, business process re-engineering, or business process management. Additional Information:
