About the Position

BRAC JPGSPH is seeking qualified candidates for the Chief of Party (COP) position in

anticipation of USAID Programming Approach Guidance through Evidence and Research

Activity (PAGER). We are currently inviting expressions of interest for this role, which is

expected to start in 2025 and last for five years.

The anticipated activity will examine existing evidence and identify solutions to bottlenecks

that affect the quality, equity, and performance of the health system at all levels. The activity

will also build in-country capacity on training, research, performance monitoring,

and assessment. It will improve the monitoring, evaluation, research, and learning skills of

relevant GOB health workers and local researchers.

The Chief of Party will oversee all aspects of program implementation, providing vision to

the program and ensuring that objectives are met on time and within budget. Reporting to

the USAID Mission and the Dean of BRAC JPGSPH, this position will be based in Dhaka,

with regular travel in Bangladesh.

This position is subject to project award and funding.

Primary Responsibilities

• Provide strategic and technical leadership to the program and the team.

• Bring dynamic and creative leadership to cultivate innovation in rigorous program

implementation and donor deliverables.

• Serve as the principal liaison with USAID, as well as with key government officials,

other donors and implementers, private sector entities, research institutions, and civil

society partners.• Establish and maintain collaborative relationships with research partners, health

officials, and other stakeholders, ensuring that these relationships are managed

effectively.

• Ensure inclusion and safeguarding across all stakeholders, including program staff,

health officials, and patients.

• Develop annual work plans in collaboration with staff and stakeholders, and oversee

work plan implementation.

• Ensure program activities are implemented on schedule and within budget.

• Supervise, manage, and mentor program staff, including accountability for hiring a

diverse and qualified staff and building a strong team.

• Oversee monitoring, evaluation, and reporting of program activities, including

identifying key indicators and regularly using data to inform programmatic

improvements.

• Manage team to implement effective implementation research, knowledge translation,

and local capacity strengthening practices and ensure there are routine feedback

mechanisms in place for continuous quality improvement in program implementation.

• Coordinate with implementing partners and country counterparts to represent the

activity’s work externally and advocate for additional investments in health systems

research.

• Any other duties to undertake as assigned.

Qualifications and Experience

• All nationalities are welcome to apply.

• Advanced degree (PhD or MA) in a relevant field such as international development,

non-profit management, etc.

• 10+ years of experience working in leading programs focused on health systems

implementation research and/or health systems strengthening technical assistance in the

South Asian context (strong understanding of Bangladeshi context preferred).

• Successful track record of supervising, designing, managing, and implementing

complex USAID-funded projects, with a deep understanding of FAR and AIDAR

requirements.

• Demonstrated expertise in organizational development/institutional strengthening of

research institutions, government and non-government community-based

organizations.

• Ability to establish strong working relationships with senior government officials,

community officials, media, civil society, private sector leaders, international donors,

and other stakeholders.

• Demonstrated ability to track and manage budgets and plan both strategically and

creatively to meet program objectives.

• Exceptional leadership and communication skills to manage across teams in

challenging contexts.• Strong interpersonal skills to work cooperatively with teams, local counterparts,

donors, and other stakeholders to achieve results.

• Fluency in English is required, fluency in Bangla is highly preferred.
