General Description of the Programme:
GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL’s programming in Turkey is dedicated to the protection and social inclusion of vulnerable and marginalized refugees through the ECHO-funded LINK project which specifically targets refugees from nomadic and semi-nomadic backgrounds, as well as seasonal agricultural workers. It addresses protection concerns of these vulnerable groups by raising awareness about their rights, obligations, and available services in Turkey. The project employs a holistic approach that includes sensitization and advocacy activities, targeting key stakeholders and service providers, and delivering Individual Protection Assistance (IPA) and Case management (CM) to enable access to essential social and protective services under the Temporary and International Protection regulations in Turkey, as well as psychosocial support (PSS) aiming to improve the wellbeing of the targeted communities. GOAL’s protection programming is designed to mitigate risks faced by these communities and ensure their access to life-saving services. The LINK project also fosters partnerships with local actors to increase outreach and strengthen response mechanisms for the displaced and marginalized populations across southern Turkey. Additionally, GOAL conduct regular protection monitoring and provided context updates to service providers, helping them address personal and systemic challenges/barriers faced by refugees in Turkey. These efforts aim to promote resilience, self-reliance, and sustainable change among the targeted communities.
After the February 2023 earthquake, GOAL launched an emergency response to support earthquake-affected refugees and host communities in southeastern Türkiye. This response includes the distribution of food and non-food items, the provision of psychosocial support, and shelter assistance to those impacted by the disaster.
Key Duties:
- Process payments in compliance with relevant national laws, donor regulations, and GOAL policies.
- Maintain both hard and soft copies of cashbook and bankbook records for the Ankara office and other required locations.
- Ensure supporting documents are scanned and stored securely.
- Properly file all Payment Request Forms (PRFs) and associated documentation.
- Follow up on missing vendor receipts and attach them to the respective records.
- Manage the cashbox, including weekly cash counts.
- Prepare the month-end pack for Türkiye Cashbooks and Bankbooks and submit it to SFO/AFC on the first day of the following month.
- Request petty cash for the Ankara office when necessary.
- Handle banking tasks, such as cash collection and other administrative duties.
- Prepare and follow up on bank letters.
- Update payment and bank-letter trackers daily.
- Assist in the preparation of documentation for donor, internal, and external audits.
- Support finance-related tasks during internal and external audits.
These responsibilities must be carried out in compliance with GOAL Syria’s Standard Operating Procedures (SOPs) and manuals, including but not limited to:
- The current Logistics Manual & GOAL Syria Procurement & Authorization Levels Chart.
- The Finance Manual & GOAL Syria finance procedures and policies.
- GOAL Syria HR Manual.
- GOAL Grant Management Guidelines.
- GOAL Dublin HQ proposal/interim/final report checklists.
- HQ Safety & Security policies & GOAL Syria Security SOPs.
- GOAL Partnerships Manual.
- An understanding of GOAL’s Monitoring & Evaluation (M&E) processes and guidelines, as they contribute to the internal control environment.
Any additional tasks should be undertaken with approval from the SFO/AFC Operations.
Requirements (Person Specification):
- Fresh graduate, preferably with an internship or relevant training; one year of experience in administration, finance, or auditing is an added advantage.
- Ideally possesses a recognized professional accounting qualification with knowledge of auditing procedures and strong attention to detail.
- Strong communication skills in Arabic and/or English, both spoken and written, are an asset.
- Ability to foster respectful and effective communication and relationships with management and staff in the areas under review.
- Proficient in computer skills, particularly with MS Office and other relevant applications.
- Capable of quickly learning and adapting to new systems and IT software.
- Well-organized, flexible, and able to manage shifting priorities with a high level of attention to detail.
- Prior experience with international NGOs is preferred.
- Self-motivated, eager to learn and grow, and capable of working independently and taking initiative when needed.
- Demonstrates accountability and responsiveness in carrying out responsibilities.
- A strong team player, adaptable to working with a multinational team, and committed to capacity building.
