General Responsibilities (Overall purpose)

Reporting to his/her immediate superior, the MEAL/IM Officer provides support to program team and partners during the entering, processing, analyzing, organizing and saving of information collected in the field.

Specific Responsibilities / Context (Tasks)

Data management

Takes responsibility for centralizing and organizing programme data collected in the field, and in particular:

  • Validate projects’ databases using the appropriate software and other information management tools.
    • Act as the admin of Tdh’s database.
    • When needed, manage any existing professional tools (for example, Case Management, distribution tools, etc.).
    • Ensure regular field visits are done for verification and data quality audits.
    • Process collected data (by cleaning data, analysis, etc.) in line with instructions from the Senior MEAL Officer.
    • Design digital tools for entering, compiling and analysing data, and chooses appropriate software (Excel tables, databases, etc.).
    • Design survey forms on mobile terminals and manages related platforms.
    • Coordinate data entry and updates to tables, databases and software (with any IM operators and project/programme team members involved in entering data).
    • Report any data quality issues or unresolvable processing to the senior MEAL Officer in a timely and constructive manner.

Monitoring

  • Ensure all projects have PFU and the basic M&E tools in place.
    • Ensure all project beneficiaries are registered and entered to the database. Support in maintaining a master beneficiary database for each project.
    • Develop data collection tools needed: to track / record project activity progress; beneficiary reach, monitor quality & compliance against industry standards, and measure indicators agreed with the donor.
    • Provide training to the program team and partners so they can use the tools developed.
    • Ensure ethical principles related to M&E and IM are respected, especially those concerning gender equality, fairness and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data.
    • Inform the senior MEAL Officer of any inconsistencies observed, unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.
    • When necessary, perform data collection and data entry.

Evaluation

  • When needed, conduct baseline and endline assessments.
  • If resources allow, and or required by the donor, coordinates an external evaluation for the project.

Accountability

  • When needed, provide support in other MEAL tasks, including ensuring beneficiaries and partners have constant access to information about Tdh and its projects.
  • When needed, establish CFRM channels that can process complaints & feedback with confidentiality & respond appropriately in compliance with CHS.

Learning

  • Ensure all projects’ related MEAL data, reports, and records are clearly organized archived in the Knowledge Management database. Ensures confidential data is protected in accordance with established rules.

Reporting

  • Provide the reports required by the Senior MEAL Officer, including reporting on output and outcome indicators, and disaggregated beneficiaries reached.
  • Ensure the PFU of each project is updated on a regular basis.
  • Perform statistical analysis for Tdh studies, including needs assessments, situation analysis, and evaluations.

As well as the following specific “professional” competencies:

  1. Basic knowledge of project cycle management
  2. Familiarity with developing and implementing basic M&E tools; such as monitoring tools in the humanitarian aid and development sector, baseline and end lines…etc.
  3. Familiarity with quantitative and qualitative data collection methods in the humanitarian aid and development sector
  4. Command of IT tools and experience in using databases
  5. Experience in Excel and MDC is a must
  6. Requirements for the position
  7. At least 3 years of professional experience in humanitarian sector, with minimum 2 years in IM or MEAL.
  8. BSc/BA/BEng in Social Sciences, Computer Sciences, Statistics or related field is preferable.
  9. Extensive experience with the following software tools: Excel, SPSS, Access, QGIS, ArcGIS, SMAP or ODK/KoBo tool box, Primero, PowerBI, among others. If the applicant lacks this experience, he/she must have worked with similar software and be able to quickly master new tools.
  10. Command of IT and file management tools in general
  11. Experience in analysis, designing and managing tools for entering, compiling and analyzing data, and an understanding of database issues
  12. Knowledge of information management software and tools (statistics, investigation management and mapping)
  13. Experience with quantitative collection methods, as well as data collection and processing in the field
  14. Competent in English (Spoken and written)
