How can you make a difference?
Facilitate the provision of technical assistance to country offices. Provide technical advice, oversight and guidance on application of supply chain management processes and procedures and best practices to country offices in MENA.
Oversight of CO supply operations
Work with CO supply units to establish appropriate KPI, benchmarks and targets and monitor performance and progress to agreed targets. Based on analysis, audit reports and peer reviews support CO improvement actions based on identified red flags, and ensure capacity building of supply staff in the region.
Supply and Logistics Support to Whole of Syria
Manage cross-border logistics from North and South, including managing service contractors, overseeing warehouse and inventories of cross-border stocks and conduct periodic reviews to ensure continued efficiencies.
Ensure continued availability of staff with right expertise.
Working with SD, RO sections and CO, annually review requirements for expertise typology and through input into the SD learning strategy ensure adequate availability of effective training and learning opportunities and ensure these reflect changing MENA needs. Ensure recruitment of high-quality supply and logistics staff through the RO/HR accountabilities.
Support CO’s to help increase mobilization of domestic resources to procure and make available affordable and essential supplies for children
In collaboration with Health and SP RO sections, SD and relevant CO’s, establish, communicate and implement a region-wide strategy based around supply-related interventions that can support government access to better pricing, financing options and more effective procurement. Leverage UNICEF market strength in vaccine procurement as a key entry point and use Procurement Services as an effective transition mechanism for partners.
Supply and Logistics Support to MENA CO’s
Provide supply-related technical support and advise to all MENA CO’s on demand, as well as through oversight and monitoring activities. Support region-wide roll-out of global supply initiatives such as supplier evaluation, local market shaping, sustainable procurement guidance, barcoding and inventory applications. Support CO in conducting periodic supply chain assessments and efforts in national systems strengthening. SEU, UNGM and VRC QA systems
Support to Emergency Preparedness and Response
Ensure CO preparedness efforts include required Supply and Logistics components being put in place, including relevant service and supplies LTA’s being established, contingency stocks being maintained where required and exploring possible supply sources from within the region. Ensure strong coordination between CO, RO and SD during immediate response, including for the mobilization of human and financial resources. Collaboration and partnership with government(s) and other UN agencies, especially as it relates to emergency response.
For L3 and Ls level emergencies, support special supply operations directly and manage sub-regional response where multi-CO efforts are required.
Streamline MENARO SLU supply activities
Review processes and issue SOP’s to improve efficiency and effectiveness of RO supply activities, increase the quality and number of LTA’s for services and ensure close collaboration and planning with various RO sections.

Minimum requirements:
Education: Advanced University degree in Business Administration, Management or related field.
Work Experience: 10 years progressively responsible professional experience in supply, procurement, shipping and logistics activities, preferably with UNICEF or an international/government/commercial organization some of which should be in a senior management capacity.
Language Requirements: Fluency in English, and another UN working language is desirable. Knowledge of local working language of the duty station is desirable.
