What will I do in this position if hired?

In this position, you will be serving as the Branch Chief for the Records Management Division leading staff and managing work in the mayor functional areas of the records management and ensuring the compliance of status and regulations governing the creation, use, maintenance, scheduling, and disposition of official Agency’s records. Typical assignments include:

  • Directing the work of a group of technical subject matter experts and FEMA employees performing work up the GS-13 level, providing administrative and technical supervision necessary for accomplishing the work of the Records Management Branch.
  • Modernizing records management functions by managing the transition of agency paper records to electronic records and providing policy and governance on the use of records management tools to ensure best practices and agency compliance with Federal statutes.
  • Providing advice, guidance, and records management training for records liaisons, records custodians, and FEMA staff on RIM life cycle requirements.
  • Administering the Agency’s records management program and business processes to align with agency business and mission needs, improve workflow, and create efficiencies by making use of automated tools, systems, and technology.
  • Developing and conducting periodic records management quality control reviews, compliance audits, risk assessments and surveys to measure the effectiveness of electronic systems and for general program improvement purposes.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Providing advice, training, administrative and technical supervision to a team of subject matter experts working for Records and Information Management (RIM); and
  • Identifying and assessing complex issues and implementing sustainable solutions for decision-making, policy, and program development related to records, information collections, and forms management; and
  • Writing and editing comprehensive, plain-language interpretations of policies, procedures, and requirements in written products that can be used for executive briefings, decision-making, and practical application; and
  • Creating and managing essential records, compliance audits, risk assessments and surveys utilizing automated tools, systems, and technology for example: SharePoint and Microsoft 365.
