The four-year project, “Raising the voices of communities on the front-line in the fight against economic inequalities” is coming to an end and therefore we are conducting an external evaluation to assess the results of the project. This project brings together the work of seven civil society organisations. At the grassroots and national level in India and Indonesia, the project has brought attention to economic inequalities within countries, including issues related to gender inequalities and the discrimination and negative economic consequences experienced by marginalised communities. At the regional level across Asia and the global level, the project has been fighting to reduce economic inequalities between countries, including by advocating for a fairer global tax system. Eurodad is seeking a consultant to conduct the evaluation from late January to mid-April 2025. The evaluation will take place partly online, and partly in-person during a closing workshop in Indonesia (exact location in Indonesia to be confirmed).
Objectives of the contract
Eurodad is looking for a consultant to provide support with the following objectives:
- Assessing whether the overall objective of the project has been met: to contribute to reducing inequalities both within and between countries, including the specific and extreme problems of economic and gender inequalities in Indonesia and the Indian states of Maharashtra and Madhya Pradesh, as well as the global inequalities caused or exacerbated by tax dodging and illicit financial flows.
- Harvesting outcomes and gathering stories of change from project implementing staff and participants that can be used for reporting as well as guiding and inspiring future actions.

How to apply
Deadline: Tenders must be submitted no later than 06/01/2024, 17:00 CET. Tenders submitted after this time will not be considered.

Language of tenders: The tenders and supporting documents must be in English.
The submitted tender package must include:
- Detailed offer outlining the approach for conducting the evaluation including information on the methodology, implementation plan/schedule, costs (clearly showing the calculation of the total amount based on no. of work days and daily rates);
- CV of the consultant responsible for this contract;
- Proof of past successful services with contact details of people we can contact for references if necessary;
- The signed declaration on honour at the end of the Terms of Reference document confirming that the bidder does not match any of the exclusion criteria;
- Companies must provide a copy of their company’s registration document, as proof of their nationality in compliance with the European Union’s Rules of Nationality; freelance consultants must state the country of which they are nationals.
