The Senior Director of Housing Disaster Resilience and Recovery will lead and coordinate efforts to strengthen the housing resilience in communities where Habitat works in the context of disasters. Within the Integrated Programs department, the work will be done through the implementation of Habitat’s Pathway to Permanence approach that focuses on the connection between short-term and long-term interventions. Reporting to the Vice President of Program Effectiveness, the Senior Director supervises a team of disaster risk reduction and recovery specialists and works in collaboration with global and regional departments. The role involves leading the Housing Disaster Resilience and Recovery strategy, program design, technical assistance for the network, procuring funding in coordination with other departments, and engaging with external stakeholders.

Essential Duties and Responsibilities:
• Lead the Housing Disaster Resilience and Recovery team and further develop and implement the strategic plan of HDRR in alignment with Habitat’s global strategy.
• Support the organization increasing capacity in the articulation of housing resilience and recovery by developing standards, systems, guidelines and monitoring and learning mechanisms.
• Consult and contribute with US and Area Office Program teams as needed for program design and implementation, align approaches, and share knowledge.
• Collaborate with and support other departments to incorporate housing resilience, and disaster risk reduction components into long-term programs and projects.
• Provide coordination between headquarters functional units and field operation activities in the different geographies where the organization is operational. This includes, levelling, supporting fundraising, supporting reporting to donors, monitoring and evaluation, and being the spokesperson as needed.
• Lead the formation and functioning of communities of practices in areas related to this role
• Lead and collaborate in the areas of research and advocacy for housing resilience, disaster risk reduction, post-disaster interventions.
• Identify and pursue institutional and private funding opportunities in coordination with fundraising departments of HFHI.
• Oversee the management of projects and programs under the HDRR department and ensure compliance with grant requirements.
• Lead HFHI’s active engagement and leadership in disaster risk reduction and housing resilience fora, alliances and coalitions, connecting the organization to peer agencies and donor networks in the sector

Minimum Requirements:
• Education: Bachelor’s in urban planning, public policy, civil engineering, environmental science or field related.
• Graduate studies in resilience planning, disaster management, international development or related discipline
• Minimum of 7 years of experience in disaster risk reduction, community resilience, housing development or related field.
• Proven track record of managing complex projects, including implementing programs or projects funded by state or multi-lateral members of the International Cooperation.
• Experience in effectively managing and leading diverse, globally distributed leaders in a federated network in the international development/humanitarian sector.
• Minimum of 5 years working internationally in at least 2 countries in the Majority World/ Global South, and familiarity working with offices in the Global North for citizens of Majority World countries.
• Experience, knowledge and commitment integrating gender and social inclusion in programs and projects

Knowledge, Skills & Abilities:
• Strong understanding of resilience frameworks, housing policy frameworks, and disaster risk reduction frameworks, and environmental regulatory frameworks
• Excellent project management skills, including budgeting, planning, and reporting.
• Ability to analyze data, assess risks, and to learn through it to develop innovative solutions.
• Strong interpersonal and communication skills, cultural-awareness, and the ability to engage diverse stakeholders.

Preferred Requirements (in addition to minimum):
• Knowledge of building code frameworks is a plus.
• Experience writing grants for institutional donors is a plus
• Fluency in more than one language is a plus

The actual salary offered for this role will be based on a variety of factors, including location, internal equity and the candidate’s qualifications and professional experience. HFHI offers a competitive, comprehensive benefits package that varies by country and typically includes vacation leave, sick leave, personal days, health insurance options, retirement plan contributions and life insurance. For work locations in the US, the hiring range for this position is $116,030 to $136,500.

Staff hired on a hybrid basis in the United States near an HFHI office location (Atlanta, Georgia / Washington, DC), are required to report to the office on Tuesdays.
