National Consultant: GIS under ILO Employment Intensive Investment Program (EIIP) in Jordan

  1. INTRODUCTION

The BMZ (through KfW)-funded Employment Intensive Investment Program (EIIP) in Jordan started in 2016 with the objective of providing employment to Syrian refugees and host Jordanian communities. Since then, the project has expanded its focus from employment creation to the construction and maintenance of public infrastructure and the skills development of beneficiaries to improve their employability in the Jordanian labour market, while continuing the local economic benefits of large-scale employment following the principles of decent work.

Jordan, through its Compact presented at the February 2016 London Conference “Supporting Syria and the Region” has now pledged to deliver up to 200,000 working permits to Syrian refugees.

It is envisaged that investments and expanded trade in Jordan resulting from the London Conference will create jobs in the long term, and it is of crucial importance to allow for both Syrian refugees and vulnerable Jordanians to secure decent livelihoods in the meantime. To this end, the programme “Employment Intensive investment Programme in Jordan” was introduced through the funding by the Government of Germany through the German Development Bank, KfW. It aims to support the Government of Jordon in creating immediate jobs through the Employment Intensive Investment Programme (EIIP) approach for both Syrian women and men refugees and members of their host communities, through increased employment while also improving local infrastructures.

The programme in its sixth phase under Outcome 2 ‘Improved perspectives for longer term employment and income of Syrian refugees and vulnerable Jordanians’ will implement activities related to skills development (vocational training, work-based learning etc.) and entrepreneurship training.

  1. OBJECTIVE OF THE ASSIGNMENT, TASKS AND DELIVERABLES

The main objective of the assignment is to support in locating and preparing additional GIS Map and other information management system enhancing effective communication of KfW EIIP and other programme results and impacts to national and international stakeholders, donor and Government in effective and timely manner through executing the PSU strategy and producing additional GIS Maps and information materials that will help in increasing project visibility.

In collaboration with ILO EIIP team, local authorities, technical agencies, UNOPS & GIZ, Government partners, local communities, beneficiaries, the GIS consultant will engage in a number of activities, including but not limited to:

Deliverables

  1. Review and analyse existing GIS capabilities and operational tools available to public works agencies in the country as well as similar tools in use in other ILO projects.
  2. Develop test and operationalize the GIS for use by the project team and local KfW and BMZ funded GIZ funded projects.
  3. Install, administer and update information/database systems (i.e., spatial and meta-databases) to ensure smooth operations of related GIS development and activities.
  4. Identify additional needs and conduct surveys for the development of the required geo-network for use in subsequent project activities.
  5. Collecting additional projects and sub projects information from ILO, GIZ, UNOPS and other with GPS coordinate and detail.
  6. Preparing additional GIS Map with the information as demonstration for ILO, UNOPS & GIZ projects.
  7. Transferring all additional data and information of previous and current projects to GIS Map using Open Street and other Mapping tools,
  8. Provide inputs in the implementation of GIS development related project activities such as Afforestation, Municipal Infrastructure projects, skills and Enterprise locations.
  9. Ensure that data relevant to reporting and evaluation of works are integrated into the GIS information.
  10. Preparation of hand over the GIS mapping and information to ILO and Ministry of Labour Team for future continuation.
  11. REPORTING LINES

The GIS of EIIP is being delivered by an ILO Senior Communication Official based in project team in Amman, Jordan, with support from the ROAS communication team at Beirut and HQ

The GIS consultant will take charge of their respective work activities under the overall guidance and supervision of the Chief Technical Advisor and in close coordination with project team, Senior ESS Officer and M&E, Communication and Community Development Officer.

  1. REQUIRED QUALIFICATIONS
  2. University degree in GIS, communication/ Information technology or relevant field.
  3. At least 3 years of professional experience in the field of communications and GIS Mapping.
  4. Demonstrated expertise in the field of GIS (preferably with a specialisation in GIS);
  5. Proven experience in developing GIS mapping for EIIP and CFW projects.
  6. Substantial experience in developing, analysing, designing, installing, operating and maintaining a GIS – including the necessary operational systems for efficient and accurate flows of data.
  7. Advanced knowledge of GIS software such as ArcGIS/Arc Info and other open-source software, including creating queries to prepare relevant data sets from other attribute database platforms;
  8. Excellent conceptual, analytical and computer application skills. Knowledge of Google, IS, GPS and other Mapping tolls to develop a range of Maps and information products.
  9. Experience in working with GIS in ILO projects will be an added value.
  10. Knowledge of online offline Mapping platforms.
  11. Knowledge of the working practices of different Mapping tools and information.

Languages

Good command of English and Arabic is required.

Competencies

Good understanding of effective communication in development and ability to interpret project process, results and impacts information to identify and analyse the best means of communication to project audiences.

  • Ability to work independently with a clear focus on reaching defined outputs in a timely manner as agreed in contract documents and work plans.
  • Ability to establish priorities and to efficiently plan, organise, coordinate, and produce quality outputs.
  • Ability to work in a team and maintain effective working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Good understanding of gender and minority issues, gender mainstreaming and equal opportunity principles and approaches.
  • Good communication skills, both written and verbal.
  • Computer literacy.
  • Knowledge of ILO core competencies: Quality Orientation, Communication, Collaboration, Integrity, Transparency and Client Orientation.

The duration of the consultancy will be 70 effective working days starting from 15th February 2025 to 31st May 2025.
