Project Context and Scope
IOM Ukraine implements several humanitarian shelter and affordable housing interventions whose aim is to provide a surplus to affordable, modern, and energy-efficient housing stock making it available for accommodation by vulnerable persons among IDPs and local residents. All the upper-mentioned is related to repairs, rehabilitation, reconstruction, and the capital construction of housing units. The particular affordable housing project is reinforced by the strong communication component and engagement with the communities/municipalities, which participate in the project, as well as the governmental agencies in Kyiv. The project implementation conducted in compliance with the World Bank environmental and social safeguards with a recently added portfolio on humanitarian demining.
Organizational Department / Unit to which the Consultant is contributing
Shelter and Housing Unit.
Tasks to be performed under this contract
  1. Support establishment and maintaining relations with key stakeholders, including appraising the social risks and/or impacts. Organise community engagement events, participate as deemed necessary, in public hearings/meetings with local communities compiling relevant meeting minutes and performing associated records.
  2. Support the activities related to the non-technical surveys, which are the part of the humanitarian demining portfolio and coordinate unexploded ordnance (UXO) activities if any and preparing relevant reports to Management.
  3. Provide regular updates and reviews of the Environmental and Social Management Monitoring Plans (ESMMP), Stakeholder Engagement Plans (SEP), Environmental Impact Assessments (EIA), Due Diligence reports as required by donors.
  4. Assist in the development of Environmental, Social, Health and Safety (ESHS) policies, systems, procedures, and guidelines.
  5. Participate in identification, survey, management of ACM (Asbestos Containing Materials) issues related to projects’ activities and update management on legislative changes.
  6. Support the Project Team in planning, executing and handover the Project by supervision and monitoring the contractors and subcontractors about adherence to the national ESHS requirements and ESMMP (Environmental Social Management and Monitoring Plan) including worksite assessment and tracking of contractors ESHS performance.
  7. Advise and instruct project staff, contractors, subcontractors, consultants and other stakeholders on various safety, health, social and environmental matters related to project implementation, incl. recommendations for approval of design documentation.
  8. Support establishing of a full program of documented ESHS inspections, audits, and checks.
  9. Implement established ESHS training plan (including induction program) for the project team, contractors, subcontractors, consultants, and other stakeholders.
  10. Comply with IOM’s policies and procedures including prevention of sexual exploitation and abuse (PSEA) and promotion of respectful work environment in order to contribute to a healthy workplace.
  11. Assist the Housing and Shelter unit in identifying potential projects development to ensure sustainability of the Housing Programme.
  12. Contribute to the development of assessments, concept notes, project proposals.
  13. Prepare drafts of ToR, SoW (Scope of Work), BoQ (Bill of Quantities) associated with ESHS and UXO activities.
  14.  Participate in, conduct, supervise Environmental Sampling Campaigs required by ESMMP or other donor requirements.
  15.  Perform Livelihood Assessments of relevant sites supporting them by relevant reports.
  16. Perform such other duties as may be assigned
Performance indicators for the evaluation of results
  1. Performing above mentioned tasks Monday-Friday, 40 hours per week
  2. Number of inspection visits/reports/stakeholder engagements planned with actually executed quarterly, which approved by supervisor.

Education, Experience and/or skills required

  • High school diploma/certificate with at least three years of relevant work experience;
  • Bachelor’s degree or equivalent in Health Safety Environment, Social Sciences, Development Studies, Law or related fields with three years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Experience in ESHS sphere (monitoring, risk assessment, development documentation, tendering, preparation of thematic reports/presentations, auditing, inspection and survey);
  • Experience in managing various stakeholder groups;
  • Experience with establishing and support grievance mechanisms;
  • Experience in IOM administrative and financial management would be an advantage;
  • Experience in the usage of office software packages (MS Word, Excel, PowerPoint, Outlook, etc.) and knowledge of spreadsheet and data analysis.
  • Experience in managing demining operations would be a plus.
  • Working knowledge of establishing organization systems in line with ISO 9001, 14001 and 45001 would be a plus.
  • Working knowledge of conduction ESHS risk assessments would be an advantage.
  • IEMA and/or NEBOSH certificates/diplomas (or similar courses) holders would be an advantage.
  • Knowledge of Ukraine HSE legislation.
  • Familiarized with EBRD/IBRD/The World Bank ESHS requirements/framework/standards.
  • Knowledge of monitoring methods.
  • Good communication skills to interact with different groups of stakeholders in confident and calm manner.
  • Ability to operate withing international team.
  • Ability to produce reports on various topics using analytical systemic approach methods.
  • For all applicants, fluency in English and Ukrainian is required (oral and written)

Travel required

Yes, the Consultant will be based in Kyiv Hub Office, but occasional travel to other field offices across Ukraine if will be required by tasks to be performed under this contract.
