INTRODUCTION
The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, a Specialized Agency of the United Nations dedicated to the promotion of social justice and human rights in the world of work.
The ITCILO delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to provide people with access to digitally-enhanced capacity development services to successfully manage their future of work transitions.
The position is located in the Partnership and Management Support (PMSU), Office of the Director of Training (TDIR).
The Office of the Director of Training (TDIR) coordinates the capacity development service portfolio of the Centre, including its training activities and advisory services. As part of its mandate, TDIR is in charge of the: A) orientation and supervision of programme planning, design and delivery by the teams in the Training Department; B) monitoring and evaluation of the outreach and impact of the training and advisory services of the Centre.
Within TDIR, PMSU promotes partnership development and coordinates resource mobilization to support the implementation of the Centre’s programme of work. In particular, PMSU promotes partnership development; supports resource mobilization; develops and implements segment-specific marketing and outreach campaigns to promote new training and advisory services in close collaboration with the units of the Training Department and the Digital Marketing Analytics function within TDIR. The Programme Officer is to support the Deputy Director of Training, PMSU, in the design and delivery of data-driven partnership development campaigns targeting development partners, initially with focus on multilateral development banks.
Functional responsibilities
Under the overall supervision of the Director of Training, the Programme Officer will report to the Deputy Director of Training, PMSU. She/he will be requested to perform the following tasks:
• Serve as focal point for a portfolio of assigned donors (governments, intergovernmental organisations, funds and foundations); develop an in-depth understanding of assigned donors’ development policies and analyse opportunities for enhanced cooperation with the Centre;
• Organise high level donor meetings and missions; develop and update donor profiles and other briefing materials; prepare talking points and presentations for PMSU, the Office of the Director of Training for donors’ engagement;
• Support the Centre’s efforts in the development of new partnerships with non-traditional development partners and in the diversification of resource mobilisation and fundraising channels, including through the development and implementation of segment-specific marketing and innovative fundraising approaches;
• Analyse marketing segments and actors networks; provide support to designing segment-specific marketing and outreach campaigns; create campaign-specific landing pages for outreach and resource mobilisation;
• Create digital content and provide substantive input on designing customised digital storytelling, following a donor-centric perspective, supported by a solid data-driven approach, to strengthen digital donor communication and donor experience;
• in the context of digital marketing campaigns targeting new donors, optimise search engine (SEM; SEO) and implement digital analytics; set up the necessary tracking for digital marketing activities and prepare digital fundraising and analytic reports on an ongoing basis, focusing on acquisition of new potential donors;
• Implement individual donor relationship and stewardship through different channels, including digital and multimedia channels, and arrangements of journeys, to increase their retention and donation level;
• Supporting bidding operations by identifying leads, opportunities, and bids for development projects, working with the wider project management support team, to feed and maintain the pipeline; disseminate potential bidding opportunities to technical programmes; review bid documentation identifying requirements and deadlines, and raising potential issues; coordinate with technical programmes in the development of the project proposal and budget to ensure consistency with RFP or bid requirements; quality assure budget proposal prior to submission;
• Assist the Deputy Director of Training, PMSU and the Director of Training in any other task related to the development of partnership and resource mobilisation.
Qualifications required
Education
• Advanced University degree in international relations communication, marketing, business administration, social sciences, data science, statistics, or other related field.
Experience
• At least five years of progressively responsible professional experience, with at least two years of international experience, in areas of work related to donors’ relations, resource mobilization campaigns, digital marketing or fundraising, with specific focus on areas such as donors’ acquisition, cultivation and retention, marketing communications and multi-channel campaigning.
• At least two years of experience in a low or middle income country.
• International experience in partnership development, resource mobilization and digital fundraising and marketing for international non-governmental organizations or philanthropies is an asset.
Languages
• Excellent command of English (including presentation and writing skills) and working knowledge of another official language (French or Spanish). Working knowledge of a third language among the following will be considered an asset: French, Spanish, Portuguese, Arabic, Chinese or Russian, would be a strong asset.
