JOB DESCRIPTION
Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Strategy, Planning, Resources and Effectiveness Division (SPRED) is responsible for integrating corporate strategy, resources, and performance management to improve decision-making and ensure that UN Women manages for results in delivering on its Strategic Plan, while increasing transparency and accountability to its governing bodies and stakeholders. The Division monitors and reports on corporate results and budget implementation to ensure coherent achievement of results in line with the UN Women Strategic Plan.
The Strategic Planning Unit (SPU) in SPRED supports and guides UN Women to achieve higher quality development results through an integrated approach that links strategic planning, monitoring and reporting and Results-Based Management (RBM). SPU is the custodian of RBM in UN Women. SPU is also the leading unit as business owner for UN Women results management systems to support strategic planning and results-based monitoring and reporting processes as well as data aggregation and analysis to communicate on results with stakeholders.
As mandated by the UN Women Executive Board, UN Women produces an Executive Director’s Annual Report (EDAR) to demonstrate achievements under its Strategic Plan. Complementing this, UN Women is committed to leveraging global data systems, the Transparency Portal (TP), and the International Aid Transparency Initiative (IATI) to enhance accountability and transparency. Preparations for the development of the next Strategic Plan 2026-2029 are underway, accompanied by the Integrated Resources and Results Framework (IRRF) to ensure comprehensive alignment between resources and results.
Under the direct supervision of the Corporate Planning and Reporting Specialist (primary supervisor), and with guidance from the Programme Specialist – Results Management (second supervisor), the Data Analysis and Monitoring Specialist is responsible for consolidating, aggregating, analyzing quantitative and qualitative data of Strategic Plan at the corporate/HQ level to contribute to the corporate level monitoring and reporting on the implementation of UN Women’s Strategic Plan. The Data Analysis and Monitoring Specialist systematically captures Strategic Plan data, allowing UN Women to monitor cumulative progress and achievement of results and targets as outlined in the Strategic Plan results frameworks. They provide technical support to field offices and HQ to strengthen UN Women’s capacity on data collection and analysis. They are also responsible for using key findings form data analysis to strengthen UN Women’s results communication within and beyond UN Women.
This position is currently based in the New York duty station. UN Women is undergoing a review of key functions, the impact of which may require the change of the duty station for this position in another duty station and country. Therefore, a successful candidate currently based outside of New York may be requested to commence duty temporarily at the location they are residing at, at the time of commencement of the position. Should the duty station of the position change, the position incumbent at the time of the position’s relocation will be expected to relocate to the new duty station within 60 days.
Key Functions and Accountabilities:
Strengthen and conduct data collection and analysis to support systematic monitoring and reporting on results and financial data of UN Women’s Global Strategic Plan at the corporate level:
- Contribute to the development of the Strategic Plans of UN Women, and, in particular, support the development, and any necessary adjustments during the Mid-Term Review of the UN Women’s Strategic Plan, of the Integrated Results and Resources Frameworks (IRRF) from a data and results perspective internally and with partner UN agencies, ensuring overall quality and meeting corporate deadlines and requirements with the Executive Board
- Provide strategic and technical support for the preparation of materials for all Executive Board formal and informal sessions, including presentations and briefing notes
- Oversee and provide technical guidance to the development, finalization and implementation of data collection/analysis plan per Strategic Plan (SP) indicator for systematic monitoring and reporting of UN Women Global Strategic Plan Integrated Results and Resources Framework (IRRF) in collaboration with various units of HQ and field offices of UN Women and key partners
- Lead the development of approaches and tools to better quantify and report on UN Women results in a systematic manner and to link with SDG targets and indicators
- Design and conduct data collection methods, including (but not limited to) survey and questionnaires, to collect necessary quantitative and qualitative date at the corporate level
- Analyze quantitative and qualitative data to identify trends and provide overview of performance
- Coordinate with HQ units, under the leadership of the Policy, Programme and Intergovernmental Division (PPID) Directorate and the Business Transformation Unit (SPRED), to oversee in a timely manner the validation of the quality of data collected from the field and HQ levels (baseline, targets, actual monitoring data) before using those for corporate monitoring, review and reporting exercises
- Provide customized technical support and address gaps in those Global SP indicators whose data collection and analysis methodologies need improvement
- Collect, aggregate and analyze both qualitative and quantitative data on results from the field and HQ on UN Women Global Strategic Plans through results management systems and online platforms of UN Women and beyond, and summarize and present key findings to the field and HQ of UN Women to feed into monitoring, reporting and next cycle of planning of Strategic Plan and to contribute to decision making processes
- Provide technical inputs related to data collection and analysis for the monitoring and reporting processes of joint results achieved with UNDP, UNFPA and UNICEF
Provide technical support to UN Women field offices and HQ units on data collection and analysis:
- Provide technical support to HQ units and field offices to specify and improve methodologies for data collection and analysis per Strategic Plan indicator as well as SN/AWP and project levels to strengthened evidence-based monitoring and reporting
- Develop specific training materials and tools on statistics, data collection and analysis to strengthen capacity of UN Women personal in those areas
Provide technical contributions and guidance to evidence-based communication on UN Women’s results and achievements and associated financial data with stakeholders and external partners:
- Collect, aggregate and analyze both qualitative and quantitative and financial data on results from the field and HQ on UN Women Global Strategic Plans through results management systems of UN Women and beyond, and summarize, visualise and present key findings to be used for communication with key partners, donors and the public
- Prepare visual presentation of results and associated financial data and UN Women’s performance for internal and external audiences
- Contribute to communication of UN Women’s results linking with SDG goals, targets and indicators
Provide technical contributions to integration of data collection, analysis and results communication in UN Women business processes and procedures in the areas of strategic planning, monitoring, reporting and knowledge management:
- Ensure that data collection, analysis and results communication are systematically integrated in programming-related policies, procedures, guidance and tools of UN Women under Policies, Procedures and Guidance framework and support the rollout of the same
Provide technical contributions to development and enhancement of UN Women IT systems to strengthen data collection, analysis and communication of results data:
- Provide inputs to the specification of business cases and functional requirements specifically related to data collection, analysis, visualization of data, and results communication in the processes of development of new and/or enhancement of existing IT systems of UN Women
- Provide technical support in conducting User Acceptance Testing specifically those functionalities that support systematic data collection, analysis and results communication of UN Women Global Strategic Plan
Strengthen Transparency, Innovation, and Systems for Results Management and implementation of UN 2.0:
Oversee the operations of UN Women’s Transparency Portal, ensuring it serves as a comprehensive and user-friendly platform for accountability and results communication:
- Manages the presentation of annual reporting results and financial data against UN Women Strategic Plans and Strategic Notes on the Transparency Portal
- Continuously enhance portal functionality to meet evolving organizational needs, including integrating advanced data analytics and visualization tools
- Monitor and maintain data integrity, ensuring accurate, timely, and high-quality content on the portal.
- Coordinate with internal and external stakeholders, including Country Offices, Regional Offices, HQ Divisions, and partners, to ensure effective use and consistent updates to the Portal
- Support implementation AI-driven solutions to enhance the Transparency Portal’s functionality, including intelligent search capabilities and data quality improvements
- Conduct technical training sessions to strengthen internal capacity in data-driven approaches and the effective use of the Transparency Portal
Strengthen Engagement with IATI and Reporting Standards:
- Drive improvements in IATI reporting to enhance transparency and compliance with international standards
- Conduct capacity-building sessions and manage working groups to increase awareness and technical capacity for IATI reporting across the organization
- Actively engage with the IATI community to explore and implement best practices and innovative approaches
Leverage AI and Innovation for Results Management:
- Support Pilot AI/machine learning models to streamline data reporting and improve the accuracy and usability of results and financial data
- Explore the use of innovation and big data for results monitoring and reporting and train UN Women personnel on relevant tools
- Foster innovation by exploring emerging technologies to modernize data management and results reporting processes
- Support and contribute to corporate initiatives to implement UN 2.0 in UN Women, including development and roll-out of UN Women’s strategy on UN 2.0 especially on OEE side in close collaboration with relevant HQ Divisions
- Support and contribute to inter-agency initiatives around AI, innovation and data, including those through the UN Strategic Planning Network

Functional Competencies:
- Strong knowledge of gender statistics and data, including collection and analysis of quantitative and qualitative data

Recruitment Qualifications:
Education and Certification:
- Master’s degree or equivalent in development related disciplines, economics, statistics, project management, or public policy or other social science related fields is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 5 years of progressively responsible work experience in the areas of data collection and analysis with statistics for monitoring or reporting in the areas of international development is required.
- Experience with statistical software (ex. STATA, SAS, SPSS) for data collection and analysis is required.
- Experience in data management is required.
- Experience in capacity building work around data, such as conducting training and/or providing technical support in the areas of statistics, data collection and analysis is desirable.
- Experience in producing manuals, guidance and/or practical tools on statistics, data collection/analysis is desirable.
- Experience working with web-based results tracking systems is desirable.
- Experience with the UN system at the country, regional and/or global level is desirable.
Languages:
- Fluency in English is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
