Summary

This position is located in the Las Cruces District Office, Operations, GIS and Engineering in the New Mexico State Office, serving as the principle advisor on Geographic Information Systems (GIS) to the office manager and resources staff.

This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority.

Duties

  • Will be responsible for the acquisition and management of a wide range of spatial information required to support the management of public lands over a wide geographic area.
  • Provide support to business operations and natural resources management in the BLM using technical skills in the geographic and geospatial computer application disciplines.
  • Apply innovative solutions to novel GIS problems, issues, or projects.
  • Design new methods where established methods and procedures are inapplicable or are unavailable.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.

To qualify for the grade GS-12, you must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) designing/managing geospatial databases including project quality control and/or research; (2) collaborating with others in developing and/or implementing geospatial applications or data; (3) presenting the organization’s technical and/or policy information in conferences/meetings; (4) assisting with planning and/or management activities.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. Award SF-50s will not be accepted unless they show title, series, and grade, and support Time-in-Grade eligibility.)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as “varies”.

There is no substitution of education for experience at the grade level of this announcement.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Physical Demands: The work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and in working against tight deadlines with limited resources.

Work Environment: The work is primarily in an office/computer room environment. Occasional fieldwork may be required. Fieldwork is in support of resource mapping projects and involves extended days of travel, sometimes in poor weather conditions. The incumbent must be comfortable with less than ideal conditions in remote settings in the accomplishment of mapping projects.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for “substantially all” of the increased tax liability resulting from the “2018 Tax Cuts and Jobs Act” for certain eligible individuals.
