Org. Setting and Reporting
This position is in the International Civil Service Commission (ICSC), and reports to a Statistician of the Cost-of-Living Division.
Responsibilities
Within delegated authority, the Statistics Assistant will be responsible for research, compilation, processing, and analysis of data related to the calculation of post adjustment indices and multipliers, and assisting in methodological research related to cost-of-living measurements. The incumbent will also be responsible for in-office training of other statistical assistant staff of the Division. In particular, the Statistics Assistant will be responsible for the following duties: Collects, plans, manages, enters and processes data and datasets: 1. The incumbent creates and processes datasets compiled from several types of survey questionnaires and data collection forms for preparation of statistical tables and graphic displays. Checks consistency of data series; tests for comparability and validity of data; 2. Using a comparatively wide variety of statistical processes converts data sets into variety of forms, such as index series, ratios, estimates and projections; 3. Studies and examines skewed results, investigates possible causes of such results and deviations, and prepare reports explaining findings; 4. Creates and updates databases, exports relevant data to spreadsheets, modifies control process for computer programs for data analyses; 5. Interrogates statistical databases on-line, downloads and processes data for automated upload to internal data processing systems or spreadsheets. Preparation of materials for Reports: 1. Compiles tables, charts, graphic displays from processed data for cost-of-living reports and analyses. 2. Compiles purchasing power parities. 3. Defines processes to achieve specific outputs, modifies control processes according to specifications for data analyses, tests and proposes revisions of data processing systems to in collaboration with internal IT resources and produces required computer outputs. 4. Assists in designing and improving questionnaires and other data collection tools. 5. Assists in preparing presentations for workshops on post adjustment system, as well as sessions of ACPAQ and ICSC. 6. Collaborates with internal and external stakeholders. 7. Performs other duties as assigned.

Education
High school diploma or equivalent. Further studies/courses in statistical methods and procedures and/or economics at the secondary or higher level are desirable.

Work Experience
Ten years of experience in statistical or related areas, including substantial experience in the field of statistics is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first-level university degree or higher. Experience in the fields of economic statistics, or price indices, or cost-of-living measurement is desirable. Proficiency at an advanced level in MS Office applications (particularly Excel, Word, PowerPoint or PowerBI) is required. Experience with statistical software or programming languages such as R, Python or other data processing or visualization tools and their application to complex datasets is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. Knowledge of a second official UN language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
