Concern Worldwide in Sierra Leone are seeking an experienced Safeguarding professional to support the implementation of the UK Government funded Saving Lives in Sierra Leone Phase 3 (SLiSL3) 5-year Health system Strengthening programme. The programme is delivered by a Concern Worldwide led NGO consortium supporting Health Systems Strengthening (HSS) in Sierra Leone across six districts. The programme has four broad intervention areas; district support, community level interventions, health workforce development and accountability, and clinical services.
A Safeguarding consultant is required for a period of four months, ideally starting from March 2025 to June 2025 to support the main safeguarding intervention. The ‘Preparing to Respond’ initiative which seeks to strengthen safeguarding systems within the Ministry of Health in Sierra Leone with a focus on prevention, reporting, and learning as part of the wider SLiSL3 programme.
Key tasks and responsibilities will include:
- Developing a baseline on knowledge and attitudes towards safeguarding.
- Identifying gaps, weaknesses, and areas for improvement related to safeguarding at National District and community Level.
- Mapping of government led research on safeguarding / information on the country context.
- Develop a detailed service mapping of safeguarding and protection services building on previous mapping exercises and including the functionality of the services.
- Support the finalization of the National Feedback Complain Response Mechanism guideline and escalation pathway.
- Develop training materials, which can be delivered in a stepwise approach from National Level to District Health Management Team level and onwards to Community.
- Deliver training sessions for Ministry of Health staff on safeguarding definitions including but not limited to sexual exploitation, abuse and harassment, principles, risk (including healthcare specific risks) power dynamics, safe culture, reporting obligations, and prevention strategies
The consultant will report to the Consortium Coordinating Unit Team Lead, Safeguarding coordinator and work closely with Consortium Coordinating Unit MEAL coordinator and FCRM Team.
Key Qualifications.
- University degree in Social Work, Psychology, Human Rights, Law, Development studies, Gender studies, or related discipline.
- Demonstrate at least 5 years of relevant professional experience.
- Substantive and demonstrable experience in safeguarding roles, preferably that includes the development of safeguarding policies in similar organizational contexts.
- Professional certifications or training in safeguarding, child protection, or related areas.
- Knowledge of government and Health structure of Sierra Leone preferred.
