The Child Protection of UNICEF China works to create a safer environment where all children are protected from violence, abuse and exploitation. In so doing, it collaborates with Government and partners to strengthen laws and policies, prevention and response services and changing norms that contribute to violence prevention.
 
The Child Protection section is seeking an experienced knowledge management consultant to strengthen this function and the products for the section.

How can you make a difference? 

The purpose of this consultancy is to strengthen the knowledge management products and practices for the child protection sector and specifically to:
1) To assess the current knowledge management practices within the child protection programme
2) To develop a knowledge management strategy tailored to the child protection section.
3) To recommend and implement systems and tools that facilitate the collection, storage, and dissemination of knowledge.
4) To build the capacity of staff in knowledge management practices.
5) To contribute to refine select knowledge management products.
 
Scope of Work
 
The consultant will support the Child Protection section in improving its knowledge management strategy, products and services. He/she will conduct a review of existing practices, tools and products and develop strategy and tools. Methods will include a desk review of tools and evidence generated at the country level, as well globally to ensure the strategy is aligned with the global CP KM approaches. It will also include interviews with staff and onsite workshops/sessions.
 
The consultant will be responsible for:
 
1) Conducting an assessment of existing knowledge management practices and evidence in the CP section.
This will include reviewing mechanisms in place, evidence produced, mechanisms and tools to manage and disseminate knowledge and evidence.
2) Developing a knowledge management strategy that aligns with the organization’s child protection goals. Based on what the section has generated in terms of knowledge and evidence, develop a strategy that highlights how the section should manage and disseminate knowledge, what evidence needs to be better packaged and disseminated, gaps to address in the system but also in terms of knowledge that needs to be generated.
3) Designing knowledge management systems and tools. Make recommendations on how the section should manage knowledge and design simple tools for adoption. Design and create a repository of documents and existing research.
4) Training staff on knowledge management best practices and tools. Design and hold a half to one-day learning session with staff on the KM best practices, the designed tools and their implementation.
5) Strengthening key products to enhance knowledge management for child protection. It is also expected the consultant will produce three products to package existing key knowledge on a more effective way. One will be on the Integrated Child Protection Model, one on social work-related research and one on child online protection.

Methodology
 
The consultant will be asked to spend a week in country to conduct any participatory exercise, interviews with staff and further research. Extensive desk review will be also conducted. The consultant will hold the learning session online. If needed, another mission to the country of 3 days could be considered.

To qualify as an advocate for every child you will have… 

  • An advanced Master’s degree in knowledge management, information science, social science, social development studies, humanity or other relevant discipline
  • At least 8 years of experience in knowledge management, preferably in the child protection sector
  • Strong analytical and strategic planning skills
  • Excellent communication and training skills. 
  • Experience with knowledge management systems and tools, such as databases, document management systems, and collaboration platforms.
  • Familiarity with child protection issues and best practices.
  • Good interpersonal skills
  • Strong writing skills in English
  • Ability to work in international and multicultural environment, and to work with cultural sensitivity;
  • Proficiency in the use of Microsoft Office software.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
