CAPSTONE MANAGER– PAKISTAN

PROJECT BACKGROUND

The project “Capacity Development of private sector stakeholders for industry engagement in TVET” is jointly financed by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ), and executed by GIZ and the British Council. The GIZ TVET Sector Support Programme aims to support the development of Pakistan’s TVET sector and help graduates of demand-oriented training courses and jobseekers to find jobs in growth sectors. This project specifically fosters private sector engagement, as the backbone for enhancing the quality of TVET delivery and market relevance. Thus, the primary objective is to provide capacity building for members of Institute Management Committees (IMCs) and Business Industry Associations (BIAs) to enable them to work together and ensure that educational programs are relevant, high-quality, and aligned with the evolving needs of the industry.

MAIN TASKS

• Manage and facilitate capstone projects (work package 2) for IMC and BIA members, ensuring alignment with TVET sector goals.
• Collaborate with the Team Leader and short-term experts during the initial phase of Work Package 1 (Development and Implementation of Capacity Development Programs for IMS and BIS members) by ensuring the WBT aligns with TVET objectives and providing input on content relevance.
• Lead the organization of regional workshops to support capstone development and stakeholder engagement.
• Serve as the primary point of contact for stakeholder engagement, ensuring strong partnerships with relevant institutions and businesses.
• Facilitate the policy advocacy process, guiding participants in aligning their capstone projects with sectoral needs and policy frameworks.
• Conduct performance assessments of capstone projects and workshops, ensuring milestones are met and reporting results for evaluation purposes.
• Provide coaching and feedback to participants on their projects, ensuring alignment with project objectives.
• Support the implementation of the Capacity Needs Assessment (CNA) by coordinating data collection, engaging IMC and BIA stakeholders, and ensuring assessment findings inform the design of capstone projects and training programs.

YOUR QUALIFICATIONS

• Education/ Training: University degree in public policy, education, business administration or another sector-relevant field.
  • Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages, and Urdu, C2 in the Common European Framework of Reference for Languages
  • General professional experience: 7 years of professional experience in TVET
  • Specific professional experience: 4 years of professional experience managing private sector engagement processes in TVET
  • Professional experience in the country/ region of assignment: 10 years of professional experience in Pakistan
  • Development cooperation (DC) experience: 4 years of experience working in DC projects
  • Other: 2 years of experience in facilitating capacity development measures for private sector representatives in TVET settings
