Context of the services required

The NBSAP Project and the 7th National Report

Kunming -The Montreal Global Biodiversity Framework (GBF) presents a unique opportunity for action aimed at addressing climate and biodiversity challenges. The GBF offers an ambitious plan for moving towards four goals by 2050 and twenty-three targets by 2030. Among the tasks set is the effective conservation of nature on at least 30% of the Earth’s surface by 2030 (30×30). In order to support States in achieving their national GBF goals and priorities, the SPACES coalition mobilizes financial and technical resources to help countries through the development of spatial and financial planning.

Following the adoption of the Kunming-Montreal Global Biodiversity Framework (hereinafter referred to as the GBF) in 2022, each of the 196 Parties to the Convention on Biological Diversity (CBD) must ensure that their national biodiversity strategies and action plans (hereinafter referred to as the NBSAP) are aligned with the GBF. This is a necessary first step to translate the GBF into national measures that will lead to the achievement of the stated 4 goals and 23 objectives.

Accordingly, the goal of the UNDP-GEF project “Umbrella Program to Support the Updating of the national Biodiversity Strategy and Action Plan and the preparation of the 7th national Report” is to continue supporting countries in reviewing and updating their national biodiversity strategies and action plans to align them with the GBF and ensure its effective implementation at the national level.. In addition, this project supports countries in the preparation and submission of their 7th national report on the implementation of the CBD and GBF.

In 2024, within the framework of the UNDP project “Global Framework Program – Support in Action”, with the support of the Global Environment Facility, a draft Concept for the Conservation and Sustainable Use of Biodiversity 2025-2035 (hereinafter referred to as the Concept) was developed, which is the Kazakhstan NBSAP.

Проект NBSAP и 7-й Национальный доклад

 

Куньмин-Монреальская глобальная рамочная программа в области биоразнообразия (ГРПБ) представляет уникальный шанс для действий направленных на разрешение проблем по климату и биоразнообразию. ГРПБ предлагает амбициозный план продвижения к четырем целям до 2050 го года и двадцати трем задачам до 2030 го года. Среди поставленных задач стоит эффективное сохранение природы на как минимум 30% площади планеты Земля к 2030 году (30×30). В целях поддержки государств в достижении их национальных целей и приоритетов по ГРПБ, коалиция SPACES мобилизует финансовые и технические средства для помощи странам путем разработки пространственного и финансового планирования.

После принятия Куньмин-Монреальcкой Глобальной рамочной программы по биоразнообразию (далее – ГРПБ) в 2022 году каждая из 196 Сторон Конвенции по биологическому разнообразию (КБР) должна обеспечить соответствие своих национальных стратегий и планов действии по биоразнообразию (далее – НСПДБ) с ГРПБ. Это необходимый первый шаг для перевода ГРПБ в национальные меры, которые приведут к достижению заявленных 4-х целей и 23-х задач.

Соответственно, целью проекта ПРООН-ГЭФ «Зонтичная программа по поддержке обновления национальной стратегии и плана действий по сохранению биоразнообразия и подготовки 7-го национального доклада» является продолжением поддержки стран в пересмотре и обновлении их национальных стратегий и планов действий по биоразнообразию для приведения их в соответствие с ГРПБ и обеспечение ее эффективной реализации на национальном уровне. Кроме того, данный проект поддерживает страны в подготовке и представлении их 7-го национального доклада о реализации КБР и ГРПБ.

В 2024 году в рамках проекта ПРООН «Глобальная рамочная программа – Поддержка ранних действии» при поддержки Глобального экологического фонда был разработан проект Концепции по сохранению и устойчивому использованию биоразнообразия 2025–2035 гг. (далее – Концепция), которая и является казахстанским НСПДБ (NBSAP).
