Job Purpose
The FSL and ER Community Resilience Projects Manager will lead the planning, implementation, and evaluation of projects related to Food Security, Early Recovery, and Livelihoods under the “Community Resilience” approach, ensuring alignment with organizational goals and donor requirements. This role involves managing project budgets, fostering engagement with Community-Based Organizations, Youth Groups, and Networks, and building their capacity to empower them in rebuilding their communities. The position will coordinate with various stakeholders and represent the organization in relevant forums. The ideal candidate will possess strong project management skills and a deep understanding of community resilience principles, with a focus on addressing the needs of vulnerable populations in the local context. The Projects Manager will report to the FSL and ER Program Manager.
Key Responsibilities
Projects Management:

Plan, implement, and evaluate FSL and ER projects, ensuring alignment with organizational goals and donor requirements.

Manage project budgets and monitor work plans, ensuring effective resource allocation.

Oversee the timely execution of activities related to food security, livelihoods, and early recovery.

Conduct risk assessments and develop mitigation strategies.

Ensure compliance with reporting requirements and maintain high-quality standards throughout project implementation.

Work with the operation department to facilitate the program implementation in timely manner with the best quality.
Community Engagement

Collaborate with community-based organizations, youth groups, and local stakeholders to foster partnerships and enhance community participation.

Facilitate training sessions on social cohesion, peacebuilding, and community resilience for team members and local stakeholders.

Promote community-led initiatives that address local needs and strengthen social ties.
Capacity Building

Assess the capacity-building needs of Community-Based Organizations and develop targeted training programs.

Provide ongoing support and mentorship to community partners to enhance their skills and sustainability.

Develop and implement the FSL and ER “Community Resilience” programs that address the needs of fragmented communities, fostering unity and collaboration.
Coordination and Representation
- Ensure effective coordination with other agencies and stakeholders to address the needs of vulnerable populations.
- Represent the organization in relevant working groups and maintain engagement with local government and community leaders.
Strategic Development
- Identify gaps and opportunities in FSL and ER “Community Resilience” programming and contribute to fundraising efforts.
- Collaborate with technical advisors to innovate approaches and enhance program effectiveness.
- Stay informed of best practices in community resilience and integrate them into project design and implementation.
Program Design
- Support in the development of high-quality proposals, including Expressions of Interest (EoI) and Concept Notes (CN).
- Collaborate with programming and MEAL teams to ensure proposals align with organizational goals and donor requirements.

- Commitment to implementing policies by taking them into account when planning and designing activities, as well as when receiving complaints or noticing issues related to this matter, and fulfilling their obligation to report them directly through designated channels or directly to senior management. Raising awareness among designated staff about the child protection policy and the protection from sexual exploitation and abuse, as well as the reporting mechanisms and how to handle them.

Qualification (Education/Work Experience)
Essential:
- Bachelor’s degree in Social Sciences, Development Studies, Business, Agriculture, Economics, or a related field;
- Minimum of 5 years of relevant experience in program management, with a focus on food security, livelihoods, and early recovery in humanitarian or development contexts.
- Strong understanding of community resilience principles and methodologies.
- Familiarity with the local context and challenges faced by communities in Syria.
- Fluency in English and Arabic.
Desirable:
- Other relevant professional / management certifications would be an advantage.
- Significant project management experience in humanitarian or development contexts.
- Previous team management experience, including training and capacity building.
