Position description

Kwaan Tech is seeking a highly qualified Ocean Policy Support Services professional to join our team in support of the Department of State (DOS) Bureau of Oceans, Environment, and Science (OES), Office of Ocean and Polar Affairs (OES/OPA). The Ocean Policy Support Services position will provide ocean policy support services on OPA’s growing portfolio related to the ocean/climate interface, including related to sea level rise, marine protected areas, ocean acidification, marine science, ocean renewable energy, protection of blue carbon sinks, and coastal protection by natural coastal infrastructure and may also provide support on other ocean policy issues, as needed.

Core Duties:

  • Review technical information related to ocean science and provide appropriate advice to leadership on positions the United States should take
  • Monitor international efforts related to marine protected areas, coastal resilience, and blue carbon sinks
  • Support OPA’s monitoring of and participation in international efforts to monitor and address changes in coastal and ocean environments, including but not limited to ocean acidification and sea level rise
  • Participate in inter- and intra-agency meetings to represent OES/OPA interests in a variety of discussions related to coastal and ocean environments, including adaptation and resilience
  • Maintain awareness of ongoing international discussions, meetings, and negotiations related to the ocean/climate interface
  • Provide routine and regular updates to OES/OPA leadership on issues related to ocean and climate
  • Draft, review, and clear, as appropriate, position papers, talking points, memos, updates, and other documents related to ocean and climate
  • Provide support on other ocean policy matters, as needed

Qualifications

  • Minimum of a Bachelor’s Degree in relevant field
  • Strong writing and oral communication skills, including strong interpersonal skills necessary to maintain effective liaison with other State Department offices and other U.S. Government agencies
  • Strong organizational skills and attention to detail, including follow-up on pending tasks
  • Capable of managing multiple projects and tasks simultaneously with competing priorities
  • Ability to produce results with tight deadlines in a high volume, fast-paced work environment
  • Strong ability to work in a flexible, team-oriented environment
  • Proficient with Microsoft Office 365 products (e.g., Word, Excel, PowerPoint, etc.), the use of standard office equipment, and possess the ability to learn and work with other software and database applications
  • Highly Desired Qualifications
    • Background in ocean science, climate science or policy, and/or international relations
  • Some travel may be required
  • Overtime hours may be required when work requirements extend beyond 40 hours per week
  • Must have an Active Secret Security Clearance
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
