General Background of Project or Assignment, Operational Context:
During the past 60 years, UNHCR and the Turkish State’s Institutions have been working together in close partnership in international protection field. In 2013, Türkiye adopted a new legislation, the Law on Foreigners and International Protection (LFIP) and established a central civilian authority in charge of procedures for foreigners. As the main partner of the Turkish State in the field of international protection, UNHCR Türkiye provides support to the Presidency of Migration Management (PMM) and the relevant national institutions.
UNHCR Representation in Türkiye operates through a Country Office based in Ankara, and through sub-offices and field offices in Gaziantep, Istanbul, Izmir, and Ankara, as well as field units.
Purpose and Scope of Assignment:
The Reporting Associate will be fully engaged in the implementation, monitoring, and reporting of a range of activities aimed at enhancing the quality, effectiveness, and accountability of voluntary return procedures, as well as strengthening Türkiye’s International and Temporary Protection processes. These activities will be implemented under two EU-funded projects: “Strengthening National Mechanisms for Voluntary, Safe, Dignified and Orderly Returns to Syria” and “Project on Supporting Türkiye’s International and Temporary Protection Processes.”
UNHCR is the implementing agency of both projects, which seek to strengthen voluntary, safe, dignified, and orderly return processes; provide operational and coordination support to Provincial Directorates of Migration Management (PMMs) and the Presidency of Migration Management (PMM); and promote improved access to protection and assistance services.
The Reporting Associate will be a member of the Protection Response and Policy Development Unit and will report to the Assistant Legal Officer, under the overall supervision and oversight of the Senior Protection Officer, Head of Unit. S/he will contribute to the work of the Unit in implementing the Voluntary Return and Protection components of the projects and will be expected to:
• Stay abreast of operational and protection-related developments under the Voluntary Return and Protection Projects and assist in the preparation of briefing notes, situation reports, and analytical updates.
• Assist in the consolidation, verification, and analysis of data and facilitate the preparation of periodic reports, including SitReps, Fact Sheets, dashboards, and other activity-specific reports related to voluntary return and protection activities.
• Liaise with internal units and external partners to ensure the timely collection of accurate operational and protection data.
• Work closely with the relevant units to ensure standardized, accurate, and consistent data presentation across all reporting products.
• Assist in the development of funding submissions, appeals, and narrative reports related to voluntary return and protection interventions.
• Prepare, finalize, and distribute meeting minutes of coordination, technical, and donor meetings related to the projects in a timely and accurate manner.
• Consolidate, review, and provide quality inputs for donor reports, ensuring alignment with project results frameworks and indicators.
• Support compliance with reporting requirements, reporting calendars, and donor visibility obligations.
• Perform any other related duties as required in support of the Voluntary Return and Protection Project implementation.
Monitoring and Progress Controls:
The individual contract holder’s performance will be assessed based on the timely, accurate, and satisfactory delivery of all assigned outputs and tasks, including analysis notes, reporting products, and other agreed deliverables. Progress and performance will be monitored through output-based reviews, completion of agreed milestones, and ad hoc coordination with the supervising unit, with particular attention to quality, adherence to deadlines, and responsiveness to feedback.
The incumbent will receive guidance from the Senior Protection Officer in the operation and will be under the direct supervision of the Assistant Legal Officer. UNHCR Manual, Operations Plans, UN, and UNHCR financial/budgetary rules and regulations will guide the work of the Reporting Associate. S/he is expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform, and institutional developments. A performance evaluation will be completed covering the duration of the contract.
Required qualifications, language(s) and work experience:
Education: Bachelor”s or equivalent or higher in political science and relevant fields.
For IC6 – 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
Language:
