How can you make a difference? 

Scope of Work / Key Tasks:
Under the overall guidance of UNICEF, the national consultant will provide time-bound technical and analytical inputs to inform UNICEF-led child protection systems strengthening and coordination efforts. The consultant will:
• Prepare technical input for an inception report and a 12-month work plan, including analytical notes aligned with MOSA, MOI, and MOJ priorities.
• Support the conduct of physical assessments of at least seven (7) Family and Child Protection Sections (FCPS), in coordination with UNDP under the EU Justice Programme, to inform the design and establishment of child-friendly set-ups.
• Review and provide technical support to the validation of curriculum plans and training materials for MOI, MOSA, and MOJ, and provide technical input to inform the implementation strategy for the curricula
• Support the establishment of the National Child Protection Working Group at national and ministerial levels by providing technical inputs, and producing technical briefs, meeting summaries, and follow-up notes to inform UNICEF-led child protection coordination mechanisms, including policy consultations.
• Provide technical advisory support through participation in a minimum of ten (10) Best Interest Determination (BID) panels with IOM and UNHCR, with documented recommendations and follow-up notes produced.
• Provide technical advisory inputs through participation in at least nine (9) Detention Center (DC) Working Group meetings and undertake a minimum of five (5) time-bound monitoring visits to detention facilities to produce documented technical findings and recommendations in line with agreed monitoring tools and reporting standards.

To qualify as an advocate for every child you will have… 

Education:

  • University degree in Social Sciences, International Development, or related field (master’s degree preferred).

Work Experience:

  • At least 3 years of relevant work experience in in child protection, system strengthening, or relevant humanitarian/development sectors.
  • Familiarity with UNICEF’s CP guidelines and system strengthening
  • Strong coordination, facilitation, and communication skills required.
  • Prior experience working with national government counterparts is mandatory.

Language Requirements: 

  • Fluency in Arabic and English is required.

Desirables:

  • Relevant experience at the country level, particularly in development, fragile settings and humanitarian contexts.
