Position description

The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the Results-based financing (RBF) project analyst (Individual Consultant) assignment for a period of four (4) calendar years from contract commencement date. The objective of the assignment is to provide TDF with programme analysis and Coordination for the successful implementation of the RBF facility, including, support monitoring and reporting functions, and enhance stakeholder engagement to ensure that programmes are implemented effectively and efficiently.

TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic qualifications, experience, professional qualifications, and registration/licensing with professional bodies). The shortlisting criteria are:

A minimum of a Bachelor’s or Postgraduate degree in Economics, Law, Finance, Business Administration, Development Studies, or closely related field from a recognized institution.
At minimum of seven (7) years of general experience in Programme Management and Administration including managing operations, and compliance matters.
A minimum of five (5) years of specific experience in similar assignments such as Programme Analysis and Data Management, Programme Coordination and Implementation, Stakeholder Engagement and Communication, Monitoring, Evaluation, and Reporting with World Bank-funded projects or similar multi-development bank or partner-funded projects.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
