 Purpose of Assignment:

The UNICEF Learning Innovation Hub is seeking a consultant to support the implementation and scale-up of digital learning initiatives supporting the Center of Excellence in Bangkok, including UNICEF country programmes across the region, with a focus on the Learning Passport (LP) platform and the Accessible Digital Textbooks (ADT) initiative. UNICEF works with governments and partners to strengthen digital learning ecosystems that expand access to quality education for all children, particularly those who are marginalized, out of school, or affected by emergencies. Across Asia Pacific, UNICEF is supporting countries to deploy and scale digital learning platforms such as the Learning Passport, while advancing the Accessible Digital Textbooks Initiative to ensure inclusive and accessible learning materials for all learners, including children with disabilities. The Learning Passport supports national digital learning platforms that enable curriculum delivery, teacher professional development, and continuity of learning in both connected and low- and no-connectivity environments. The ADT initiative supports governments to develop accessible digital textbooks aligned with international accessibility standards and integrate them into national learning management systems. The consultant will provide technical guidance and targeted support for: (i) the implementation of the LP in Afghanistan, Nepal, Bangladesh, Sri Lanka, and Pakistan; (ii) the rollout of the Accessible Digital Textbooks initiative in Bhutan, Pakistan, Nepal, Sri Lanka and other interested countries; and, (iii) technically support the Digital Education Specialist with facilitating regional knowledge exchange and respond to country technical assistance requests for the continuity of learning using the LP and other digital learning interventions for outof-school children, displaced children and children affected by climate and other emergencies. Working closely with COEs and global teams, the consultant will support the implementation, monitoring, and strengthening of digital learning programmes to expand inclusive and equitable learning opportunities across Asia-Pacific in support of Bangkok COE

Minimum requirements: (Years of Experience/ Knowledge/Expertise/Skills)

  • Education: Master’s degree: An advanced university degree in one of the following fields is required: education information technology, development studies, engineering, social sciences, or another relevant field.

Work Experience:

  • A minimum of five years of professional experience in Technology for Development (T4D) and/or Information system development, including mobile and web-based applications, with the manifested capacity to manage programmes involving many stakeholders
  • Experience with UNICEF global programmes such as Accessible Digital Textbooks (ADT) and the Learning passport an advantage (preferred). Experience working in and engaging with key markets in the region is   also preferred
  • Experience in digital learning for Children with Disabilities.
  • Experience managing user-driven design processes for UX/UI.
  • Proven training and capacity-building skills for a range of stakeholders.   
  • Good technical understanding and familiarity with LMS and authoring tools.
  • Excellent written and oral communication skills
  • Experience in teaching with education technology/blended learning is considered an asset.
  • Experience in accessible digital content creation is considered an asset.
  • Experience working in a developing country is considered an asset.

Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.
