Executive Summary

FHI 360 is currently implementing the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a global initiative funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID) to achieve and sustain epidemiological control of HIV. The project is being led by FHI 360 as the main implementer and spans an eight-year period, from April 15, 2019, to December 30, 2027.
The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming.
The EpiC project is also well positioned to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with Global Health Security (GHS) priorities, National Action Plans for Health Security (NAPHS), and United States Agency for International Development (USAID) goals.
The workforce has a profound impact on the quality, accessibility, efficiency and sustainability of the health system. Multisectoral Health Workforce Development Strategy incorporating the “One Health” approach, should address the challenges to prevent, detect, and respond to public health emergencies through better planning and capacity building of the health workforce.
As part of the GHS program, the EpiC project will support the development of such Multisectoral Health Workforce Development Strategy that incorporates the One Health approach. To develop the document, it is necessary to assess the current situation and analyze previous assessments on human resources for public and animal health and collect additional information in collaboration with national and international partners.
FHI 360 is currently seeking qualified candidates for the position of EpiC Kyrgyzstan international consultant on development of a Multisectoral Health Workforce Development Strategy for GHS.
Objective: to provide technical support, expertise and guidance to local GHS team in developing a Multisectoral Health Workforce Strategy to prevent, detect, and respond to public health emergencies that incorporates a One Health approach
Key Responsibilities:
- Provide technical support, expertise and guidance in conducting the assessment of human and animal health workforce capacity to prevent, detect, and respond to public health emergencies.
- Provide technical support, expertise and guidance in developing a National Multisectoral Health Workforce Development Strategy to prevent, detect, and respond to public health emergencies that incorporates a One Health approach.
Qualifications:
- Master’s degree or its international equivalent in public health, epidemiology, human resources, sociology and other relevant disciplines.
- At least 10 years of experience in conducting situational analysis and assessments in the field of human resources, one health, medicine, public health, in low- and middle-income countries.
- Extensive experience in developing health workforce capacity development strategies.
- Knowledge of international and national documents on human resource policy, human resource strategy and workforce planning in public health and veterinary services and health emergency response.
- Analytical skills, experience in data collection, preparation of strategic documents and analytical reports and recommendations.
- Excellent communication skills and experience in a coordinating role in working groups.
- Skills in MS Office software, Excel; Power Point.
- Excellent report writing, analytical and communication skills, including oral presentation skills.
- English language fluency is required. Knowledge of Russian is an advantage.
Deliverables/Milestones & Due Dates: Total 70 days

Technical support, expertise and guidance in conducting the assessment of human and animal health workforce capacity to prevent, detect, and respond to public health emergencies.
1.1 Conduct desk review of the available assessments, conducted previously, identifying and addressing gaps through additional work, including: (estimated LOE 20 days)
- conduct additional meetings;
- review of additional documents;
- identify competency framework towards detection, prevention and response in line with the international norms and integrate into assessment.
- review the analysis of the current public health system and structure of the Kyrgyz Republic, including gaps to prevent, detect and respond to public health emergencies (focusing on gaps in health workforce competencies and capabilities to prevent, detect and respond to health emergencies) that incorporates a One Health approach.
Results:

Preliminary report drafted following the desk review and additional activities.

Competency framework towards detection, prevention and response to health emergencies developed and integrated into the assessment.
Deadline: by February 25, 2025
1.2 Provide recommendations, based on the findings of the analysis, on public health workforce capacity development to prevent, detect and respond to health emergencies that incorporates a One Health approach in line with WHO, CDC and international best practices and norms (including identifying the workforce personnel, disciplines, competency areas and capabilities for capacity strengthening). (Estimated LOE 10 days)
Result: Recommendations developed and integrated into the assessment report.
Deadline: By March 8, 2025
1.3 Complete the first draft of the report, including the outline and structure of the Strategy (Estimated LOE 5 days)
Result: First draft of the assessment report completed, including the outline and structure of the Strategy.

1.4 Finalize the report and the outline and structure of the Strategy. (Estimated LOE 5 days)
Result: Final draft of the assessment report along with outline and structure of the Strategy prepared.

1.5 Participate in the workshop on presenting the findings of the assessment and presenting and discussing the structure of the Strategy (Estimated LOE 3 days)
Result: The structure of the new strategy presented; and co-facilitated the discussion on strategy development.
Deadline: By March 30, 2025
2. Technical support, expertise and guidance in developing a National Multisectoral Health Workforce Capacity Development Strategy to prevent, detect, and respond to public health emergencies that incorporates a One Health approach.
2.1 Finalize the outline and structure of the Strategy following the inputs from the workshop in coordination with the with the Technical Working Group (TWG) that will be developed to support the Strategy development process. (Estimated LOE 2 days)
Result: The Structure and Outline of the Strategy finalized.
Deadline: By April 5, 2025
2.2 Prepare recommendations and actions for Workforce capacity development for relevant workforce groups towards prevention, detection and response to health emergencies, in collaboration with TWG. (Estimated LOE 5 days)
Result: Recommendations and actions for Workforce capacity development for relevant workforce groups towards prevention, detection and response to health emergencies developed.
Deadline: April 10, 2025
2.3 Develop necessary sections of the Strategy, with support from the TWG. (Estimated LOE 10 days)
Result: All the relevant sections of the strategy developed.
Deadline: By April 30, 2025
2.4 Complete the first draft of the Strategy, in coordination with TWG. (Estimated LOE 5 days)
Result: First draft of the Strategy prepared.
Deadline: May 15, 2025
2.5 Finalize the Strategy (Estmiated LOE 3 days)
Result: Final Strategy prepared.

2.6 Participate in the round table meeting to present the final Strategy (Estimated LOE 2 days)

Travel
- 20%, mostly within the Kyrgyz Republic.
The consultant will be responsible for their own travel and should provide an estimate of travel and per diem using US. State Department Foreign Travel rates. Those rates can be found here. https://aoprals.state.gov/web920/per_diem.asp
Procedure for payment of rendered services
Payment of rendered services is carried out upon the fact of their provision according to the agreement.
Evaluation Criteria
Proposals will be evaluated in accordance with the following criteria: candidate’s education and relevant experience; fluency in English; proposed daily rate.
