Building Inclusive Leadership for Environmental Sustainability: A Gender and Disability Analysis in Akkar, Lebanon

About World Vision:

World Vision International is a Christian, community-based and child-focused organization working in 100 countries around the world, serving and partnering with all people regardless of religion, race, ethnicity, capacity, background or gender.

Project Overview:

The “Gender and Disability Inclusive Regreening (GDIR)” project in Akkar, aims to restore and protect natural landscapes while enhancing community resilience to climate and related shocks. Over its lifespan, the project will employ a gender and disability inclusive comprehensive approach, addressing multiple dimensions of environmental conservation, community engagement, and economic empowerment. Through partnerships with local organizations, the project will conduct capacity assessments and contextual analyses to inform tailored capacity-building plans and community interventions. Community-based environmental restoration committees will be established and supported to engage local community members, including refugees and those with disabilities, in regreening activities. Children and youth will also be involved through dedicated committees, fostering their active participation in regreening efforts. Stakeholders’ capacities will be strengthened through sensitization sessions and training programs, empowering them to advocate for gender-sensitive environmental restoration. Sustainable income-generating practices will be promoted among male and female caregivers, aligning with regreening efforts to ensure economic viability and environmental responsibility. By addressing root causes of deforestation and promoting social stability, the project seeks to create a conducive environment for long-term environmental restoration and community well-being. Through its multifaceted design, the project aims to achieve lasting impacts on natural landscapes, community resilience, and governance systems in Akkar, Lebanon.

Mission objectives:

World Vision Lebanon is seeking a consultant, or a consultancy firm to conduct an in-depth Gender and Disability Analysis in Akkar-Lebanon. . The main objective of this consultancy is to provide a comprehensive contextual gender and disability analysis to inform the project’s activities, ensuring that the design effectively promotes gender equality and disability inclusion in environmental restoration efforts. The analysis will focus on land management and environmental decision making, inheritance, land titles and gendered division of labor, ownership, participation in the restoration process, understanding the barriers that these groups face. It will also provide insights to help the project find meaningful ways to support them in stepping into leadership roles and contributing to decisions that affect their lives and communities. Specific objectives include:

  • Power Dynamics: Examine the power dynamics within communities and households that affect gender and disability inclusion.
  • Gendered Social Norms and Practices: Explore gendered roles and division of labor, and how these contribute to GBV risks.
  • Access and Control Over Resources: Assess how access to and control over resources is distributed among different genders and abilities.
  • Decision-Making, Leadership, and Participation: Evaluate the involvement of women, men, girls, and boys in decision-making processes and leadership roles.
  • Distinct Protection Concerns: Identify specific protection concerns, including but not limited to GBV, and propose measures to mitigate these risks.

Specific objectives include:

  • Assessing Leadership Opportunities: Focus on how women, men, girls, and children with disabilities engage in decision-making at various levels, from households to community spaces, and identifying where gaps and barriers exist.
  • Mapping Opportunities: Promote decision-making and leadership of women, men, girls, and children with disabilities in environmental restoration and regreening projects.
  • Identifying Barriers: Understand societal expectations, accessibility barriers, and lack of support structures that prevent these groups from stepping into leadership roles.
  • Examining Governance Structures: Look into gender equality frameworks, disability inclusion practices, and the impacts of climate change and disaster risks within the local context.
  • Evaluating External Factors: Assess the impact of cultural, educational, and legal systems that either support or hinder leadership growth, and explore how these systems can be improved or adapted.
  • Identifying Policy Gaps: Identify gaps in policy frameworks or institutional arrangements that could prevent women, men, girls, and children with disabilities from fully participating in environmental restoration projects.
  • Evaluating Existing Programs: Analyze current initiatives aimed at empowering these groups, examining their effectiveness in supporting leadership development.
  • Examining Power Dynamics and GBV Risks: Investigate the power dynamics within communities and households that affect gender and disability inclusion. Assess the risks of Gender-Based Violence (GBV) and propose measures to mitigate these risks.
  • Data Analysis and Recommendations: Analyze and interpret data to create practical, human-centered recommendations to address identified barriers and promote inclusive decision-making and leadership.
  • Designing Interventions: Provide practical recommendations for designing interventions to ensure meaningful engagement of marginalized groups in leadership roles within regreening and environmental restoration efforts

Scope of Work

The consultant/consultancy firm is expected to:

  • Identify and Map Barriers: Identify and map out social, economic, cultural, and institutional barriers to the participation of women, men, girls, boys, and children with disabilities in environmental restoration efforts. This includes analyzing power dynamics and social norms that limit or enable their involvement.
  • Review Existing Data: Conduct a thorough review of existing data to understand the current state of gender and disability inclusion in environmental projects. This review will explore both visible and hidden barriers, such as social norms, lack of access, and exclusion.
  • Primary Data Collection: Conduct primary data collection with key stakeholders, including women, men, girls, boys, children with disabilities, their families, teachers, community leaders, and organizations that work with them. Through interviews and group discussions, the goal is to hear their voices, understand their challenges, and identify what’s missing to ensure inclusive participation.
  • Analyze Governance Systems: Analyze governance systems and how they support or hinder the involvement of marginalized groups, particularly women, men, girls, boys, and children with disabilities, in environmental decision-making.
  • Assess External Factors: Assess the impact of external factors such as cultural, educational, and legal systems that either support or hinder the inclusion of these groups. This includes exploring how these systems can be improved or adapted to provide better opportunities for participation.
  • Identify Policy Gaps: Identify gaps in policy frameworks or institutional arrangements that could prevent women, men, girls, boys, and children with disabilities from fully participating in environmental restoration projects.
  • Evaluate Existing Programs: Evaluate existing programs and initiatives aimed at empowering these groups, examining how well they are working to support inclusive participation. The aim is to identify gaps and propose improvements to enhance their effectiveness.
  • Examine Power Dynamics and GBV Risks: Investigate the power dynamics within communities and households that affect gender and disability inclusion. Assess the risks of Gender-Based Violence (GBV) and propose measures to mitigate these risks. Highlight gendered social norms and practices that contribute to increasing GBV risks, as well as women’s priorities and recommendations for community-based prevention and risk mitigation.
  • Data Analysis and Recommendations: Analyze and interpret data to create practical, human-centered recommendations to address identified barriers and promote inclusive participation and decision-making for women, men, girls, boys, and children with disabilities.
  • Design Interventions: Provide practical recommendations for designing interventions to ensure meaningful engagement of marginalized groups (women, men, girls, boys, and children with disabilities) in environmental restoration efforts

Ethical Considerations:

The consultant / consultancy firm is expected to adhere to the following ethical principles throughout the assessment process:

Voluntary participation, Confidentiality, and Anonymity:

Participation in interviews and surveys must be entirely voluntary and won’t impact in any way any services received by WVL. Informants will be fully informed about the purpose of the assessment and their right to decline to answer any question or end the interview at any time without consequence. Confidentiality and anonymity of participants must be strictly maintained and data security measures should be taken to protect personal information. Personal identities of participants will not be linked to their responses.

Do No Harm:

All assessment tools will be contextualized and carefully designed to be culturally sensitive and to minimize any potential harm or discomfort. Mitigation strategies and referral mechanisms must be developed for vulnerable participants or when tackling sensitive topics such as gender-based violence (GBV) or child protection.

Integrity:

The collection, management and reporting of data must be conducted in a transparent and ethical manner without manipulation, bias, falsification and misrepresentation of results. All methods used should be appropriate and scientifically sound. Unexpected or potentially contentious findings must be triangulated with other sources to verify their credibility and relevance.

Stakeholder Perspectives:

Whenever possible, preliminary findings should be shared with key project stakeholders to invite feedback and ensure that interpretations align with local contexts and community realities.

Protection Safeguards:

Children assent and their caregivers’ consent must be taken prior to initiating data collection. Children will not be asked personal or distressing questions. Child protection and beneficiary reporting protocols must be established, and all staff must be trained on when and how to report any concerns. All data collection staff are required to sign and adhere to World Vision’s child protection code of conduct.

Deliverables:

  • Inception report: Provide a detailed plan outlining the methodology, timeline, data sources, tools to be used, and analysis plan
  • Draft Report: This draft will present the initial findings, highlighting the challenges and opportunities for women, men, girls, boys and children with disabilities in participating in environmental restoration efforts report should detail where gaps exist and what’s holding these groups back from making meaningful participation. It should also offer early recommendations for creating spaces where their participation, access and leadership potential can truly flourish.

Final Report: After incorporating feedback from stakeholders, the final report will provide a comprehensive picture of the situation, along with actionable recommendations. This report will outline a clear path forward to ensure that women, men, girls, boys and persons with disabilities are given meaningful opportunities to access, participate lead and make decisions in environmental efforts , and beyond.

All collected data is legally owned by WVL and the consultant is expected to hand over all data sets and notes of the interviews to WVL MEAL focal person.

Timeline:

The consultant is expected to finalize the resilience analysis within a stipulated timeframe of 25 days, commencing from the start date of this mission and is required to ensure the prompt submission of each deliverable.

Reporting:

  • The consultant / consultancy firm will draft a report & summary fact sheet of the main findings to be reviewed by World Vision project team.
  • The five GDIR project consultants will work collaboratively throughout the assessment process, under the supervision of the World Vision project team, to ensure a comprehensive and integrated analysis. Regular coordination meetings will be held to ensure the findings of each consultant feed into a unified contextual analysis, with strong GEDSI considerations.
  • The results of all assessments will be validated with the community and partners to ensure accuracy and inclusivity. These assessments will collectively inform the design of an inclusive environmental restoration and regreening project.

Logistical considerations:

The recruited consultant/consultancy firm will be in charge of finalizing logistical issues related to:

 transportation to the different areas where data collection will be conducted

 Obtaining security approvals for data collection at field level

 Securing appointments/ meetings with participants and stakeholders

 Ensuring the availability of data entry logistics (e.g. papers, tablets, phones, etc.)

Qualifications:

  • Expertise in gender equality, disability inclusion, and child participation in development and livelihoods projects.
  • Previous experience working with international humanitarian and/or development agencies.
  • Proven experience conducting assessments focused on leadership and decision-making capacities of marginalized groups, particularly girls and children with disabilities.
  • Strong knowledge of gender, disability, and child rights issues, with a focus on how these intersect with leadership and decision-making opportunities for marginalized groups.
  • Knowledge of the humanitarian and development landscape in Akkar and North Lebanon.
  • Recognized degree in social sciences, environmental studies, gender studies, livelihoods, sustainable development disability inclusion, or related fields.
  • Excellent analytical to identify barriers and opportunities for promoting leadership among girls and children with disabilities.
  • Strong report writing skills with a focus on producing GEDSI-sensitive recommendations.
  • Ability to facilitate inclusive workshops and engage diverse stakeholders.
  • Proven experience working with vulnerable groups, particularly women and people with disabilities, in livelihood and environmental projects.

Skills to train data collectors on research methods and qualitative and quantitative data collection approaches.

  • Fluency in English and Arabic

Facilities to be provided by the Contracting Authority and/or other parties

Under this scope of work, the supplier will be responsible of the transportation means required in accomplishing the tasks. World Vision is not responsible to pay any fees outside to the scope of the work, not included in the bid. Moreover, the supplier will be responsible to pay any fees for logistics for their staff and any insurance required for their personnel, contractors and vehicles.
