The Opportunity

As the Information Technology Lead, you will support a large-scale Center for Medicare & Medicaid Services (CMS) project. This role will be contracted through TSPi, a subsidiary of Abt Global that provides digital services and solutions to clients.

Core Responsibilities

Data Infrastructure & Management

• Design and maintain secure, scalable systems for storing and processing large, complex healthcare datasets.
• Implement ETL (Extract, Transform, Load) processes to ensure data integrity and accessibility for analysis.

Data Security & Compliance

• Ensure compliance with FISMA, HIPAA, and other federal security standards.
• Oversee electronic and physical data security measures to protect sensitive beneficiary and payment data.

Analytics Enablement

• Build and optimize platforms that allow analysts and policy teams to run advanced queries, predictive models, and simulations.
• Support integration of machine learning or AI tools for trend analysis and policy impact forecasting.

Policy & Operations Support

• Translate CMS research and policy needs into IT solutions that enable data-driven decision-making.
• Develop dashboards and reporting tools to monitor payment operations and identify inefficiencies or fraud risks.

Collaboration & Leadership

• Work closely with data scientists, policy analysts, and CMS stakeholders to align IT systems with program goals.
• Provide technical leadership to ensure IT solutions meet both operational and research requirements.

Performance Optimization

• Ensure high availability and performance of IT systems for real-time data access.
• Implement cloud or hybrid solutions for scalability and cost efficiency.

• Improved Policy Decisions: By enabling robust data analysis, the IT Lead helps CMS identify trends, evaluate policy effectiveness, and propose improvements.
• Enhanced Payment Operations: Supports automation and analytics to reduce errors, detect fraud, and streamline payment processes.
• Compliance & Security: Maintains trust by safeguarding sensitive health and financial data.

What We Value

• Education: at least a bachelor’s degree in computer science, Information Technology, or related field with at least nine years of experience, or a master’s degree and at least seven years of experience.
• Experience:
  • Minimum 5 years of experience in IT development and large-scale data management.
  • Proven track record in organizing, storing, and analyzing sophisticated datasets.
• Technical Expertise:
  • Advanced knowledge of computer and network infrastructure.
  • Strong understanding of electronic and physical data security protocols.
  • In-depth knowledge of FISMA and related federal security requirements.
• Ability to translate research needs into practical IT solutions.
• Preferred: Prior experience working on federal government projects.

This position offers an anticipated annual base salary range of approximately $105,120 to $168,192 and may vary by ten percent downwards depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
