Duties

This position is developmental leading to the full performance of GS-11. Full performance duties are:

  • Prepare financial statements and analyze accounting data for accuracy and appropriateness.
  • Review contracts to ensure accounting data supports the terms in the contract and provide guidance when requested.
  • Review fund usage by grant recipients.
  • Coordinate with internal staff such as other accountants, accounting technicians, budget analysts and contract specialists to gain information necessary to affect the organization’s financial records.
  • Ensure the financial integrity of the data entered into the federal accounting system.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a:

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

  • OR-

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement – this information must be clearly supported in the resume.

To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience in at least two of the following three areas: 1) performing reconciliations; 2) analyzing a variety of accounts; or 3) preparing financial reports. You could otherwise qualify on the basis of Education having 1 year of graduate-level education directly related to accounting. You may combine specialized experience and education to meet the minimum qualifications.

To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience in at least two of the following three areas: 1) using automated systems to review or change accounting data; 2) adjusting differences between the general ledger and subsidiary accounts; or 3) preparing monthly trial balances or financial reports. You could otherwise qualify on the basis of Education having 2 years of progressively higher-level graduate education leading to a master’s degree or master’s or equivalent graduate degree directly related to accounting. You may combine specialized experience and education to meet the minimum qualifications.

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience in at least two of the following three areas: 1) working with administrative support or small business accounting systems, (payroll, purchases, sales); 2) performing data trend analysis; or 3) recognizing and adjusting differences between the general ledger and subsidiary accounts. You could otherwise qualify on the basis of Education having 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You may combine specialized experience and education to meet the minimum qualifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 09/24/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-7, 9, and 11 grade levels. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

This position has a mandatory education requirement. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University’s Registrar’s office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. The full performance of this position is GS-11. Progression to this grade is neither guaranteed nor automatic. Advancement is dependent upon supervisory approval, progression of higher-level duties, your successful performance in the position, and satisfaction of time-in-grade and qualification requirements.

You may be required to serve an initial probationary period. Current, permanent Federal employees who are selected from this announcement may be required to serve a probationary period.
