Your Role
As a Financing Partnerships Assistant, you will provide administrative and operational support in the fund management and administration of relevant Japanese trust funds, notably the Japan Scholarship Program and other Japan-funded CCPF-managed trust funds. You will also provide administrative and operational support to improve ADB’s financing partnerships policies, guidelines, and practices, comply with financing partners’ requirements, submit required reports per the relevant cofinancing agreements or framework, produce and execute the various knowledge products and services (KPS) activities of the funds and maintain bank-wide systems and data on trust-fund specific operations. You will also support CCPF with strategic and project activities as required from time to time.
You will:
Under the guidance of senior staff, work independently on all or a combination of the following tasks and/or clearly defined areas, depending on the assignment/instructions from supervisors and as indicated in the incumbent’s workplan:
1. Knowledge Product and Services and Visibility
Assist in organizing and producing knowledge products and events to enhance visibility of the Japan funds through cooperation with various stakeholders and other Japan funds user departments/program partners and update and maintain various trust-fund specific databases and fund website.
2. Trust Funds Administration
Provide procedural support in policies/guidelines/procedures review of existing Japan funds to be proposed for approval by the Government of Japan and assist in the dissemination to the user departments and program partners.
]Assist in the preparation of trust-fund level reports (as per requirements stipulated in the respective trust fund framework agreements) on assigned trust fund and assist in the fund-level administration including matters related to scholarship administration, disbursements and liquidations, expenditures and financial statement, information and database management, audit exercise and reporting in coordination with the relevant departments within ADB, the financing and program partners.
3. Processing/Implementation
Review scholarship applications for completeness check and facilitate the scholarship processing for funding consideration.
Processe requests for advance payment and expenditures, disbursement, and liquidation through the newly launched PFMS I ERP Module related to the ADB-Japan Scholarship Program.
Assist in consolidating budget submissions from designated institutions and prepare draft memoranda for internal correspondence in compliance with ADB’s standards.
4. Collaboration/Integration
Provide support in various CCPF/East Asia Trust Funds, CCPF, and other CCSD-wide events and activities and collaborate with various ADB clients including ADBI and Resident Missions/Regional Offices to feed into the OneADB approach under the Japan funds management; assist in reviewing and providing inputs to the corporate-level documents and materials.
5. Coordination, Logistics and Administrative Support
Assist in the delivery service to financing partners by responding to their concerns and requirements, such as organizing meetings and report queries, while also providing relevant information to other departments.
Assist in Mission travel coordination and arrangements in accordance with ADB procedures, meeting arrangements, maintain the central team files under an efficient taxonomy for easy retrieval; and assist in the preparation of team materials for various business purposes.
Ensure that all correspondence and documents are compliant with ADB’s standards, all incoming mail is logged, properly distributed, and brought to the attention of concerned staff, and that all outgoing mail is delivered on time.
Qualifications
You will need:
Bachelor’s degree in business administration, finance, banking, accounting, economics, or related fields.
At least 5 years of relevant professional experience with at least 3 years of experience relating to administration work.
Excellent written and verbal communication skills in English is required.
Proficiency in ADB standard software programs, database and website management, and other information technology platforms and systems is an advantage.
Interpersonal skills and working together within the team and with the external clients are particularly required.
