The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), with more than 140 member countries and jurisdictions, and the Inclusive Forum on Carbon Mitigation Approaches. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.

The CTPA is looking for an Adviser to work in the Director’s Office. The Adviser will contribute to the implementation of the Centre’s Programme of work and support the work of the Director’s office under the supervision of the senior Counsellor, working closely with the Director and Deputy Directors.

Job Description

Main Responsibilities:

Support to the Director’s Office

  • Prepare briefing notes, talking points, background material and articles for the Director’s Office.
  • Prepare background material for missions for the Director and Deputy Directors including relevant documents required (briefs, notes, presentations etc.).
  • Assist with organising workshops and meetings, videoconferences, etc., in relation to CTPA’s work and in particular in the preparation of the Committee on Fiscal Affairs (CFA) and the BEPS Inclusive Framework and their governing bodies.
  • Actively stay abreast of developments in tax related issues and disseminate these as needed across the directorate.
  • Contribute to the supervision of interns and other junior staff, under the guidance of the Counsellors.
  • Advise the Director’s Office and colleagues in CTPA on OECD corporate and legal processes, including those related to Council, ExCo, input requests, and mandate renewals, as needed and, as appropriate, take forward relevant processes, and, where appropriate, liaise with LEG and the Council Secretariat.
  • Pro-actively track deliverables of the counsellor team and follow-up with others in the team and with senior management as required to ensure these are met.
  • Carry out other related duties as required.

Drafting and analytical support

  • Take the lead in coordinating and ensuring timely responses, to requests from the Secretary-General’s office, senior policy makers and other external stakeholders, producing written inputs (in the form of briefings, memoranda and reports) and supervise junior members of the team working on this material to ensure high quality inputs, under the supervision of senior staff.
  • Draft and edit briefs, reports and notes elaborated by colleagues from different Units and Divisions, ensuring the quality, coherence and completeness of this work.
  • Working with counsellors, draft documents, PowerPoints and other inputs to corporate and cross-directorate processes, including the OECD Council, the Executive and External Relations Committees, and inter-directorate task forces.
  • Coordinate and draft central reports as required and contribute to the preparations for the Ministerial Council Meetings.

Liaison, representation and communication

  • Under the guidance of the Counsellors, liaise with the various Units and Divisions of the CTPA, other OECD Directorates, the Office of the Secretary-General, the Legal Directorate and officials in member and non-member country administrations.
  • Plan and organise meetings and missions relating to the activities of the Director´s Office, participating as required; support the co-ordination and the implementation of proposed actions.
  • Represent CTPA at internal and external meetings/events.

Qualifications

Ideal Candidate profile

Academic background

  • An advanced university degree or equivalent in taxation, economics, business, accounting or law.

Professional background

  • At least five years’ experience in a tax administration, ministry of finance, financial institution, law, accounting firm or other organisation involved in questions related to tax treaties, base erosion and profit shifting, aggressive tax planning, exchange of information, tax policy analysis and/or similar issues.
  • Excellent knowledge of the principles of international taxation and of OECD processes.
  • Strong writing skills with a demonstrated ability to convey complex ideas to technical and non-technical audiences.
  • Proven experience in presenting complex issues in writing and at meetings and conferences.

Core Competencies

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Salary Information

  • Please note that the appointment may be made at a lower grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in January 2025 and panel interviews are planned for February 2025.
