The Role

Airspace is a crucial part of the UK’s infrastructure. Upgrading airspace is essential to open up airspace for all users, including general aviation flyers and new types of aircraft, such as drones, to provide the opportunity for reducing noise and to improve capacity for the aviation industry to reduce traffic delays when the demand returns. Critically, the emissions savings modernisation can deliver are a key component of the UK’s commitment to reach net zero by 2050.

The Department for Transport (DfT) and CAA are co-sponsors of airspace modernisation. The Airspace Modernisation Strategy (AMS) was originally published by the CAA in 2018. In 2023, we refreshed the AMS extending the strategy out to 2040, placing integration of all airspace users at the core of the strategy. That includes accommodating new aerial vehicles like drones, advanced air mobility and spacecraft. The refreshed strategy aims for simpler airspace design and supporting regulations. It also puts sustainability as an overarching principle, to be applied through all modernisation activities, including better managing noise and helping achieve government commitments to net zero emissions. It also aligns delivery of its elements with the ICAO Global Air Navigation Plan, providing a clear strategic path for rulemaking activities now that the UK has left the EU and the European Aviation Safety Agency.

The refreshed strategy is made up of 9 industry-led elements, all of which require clear governance and oversight, to ensure delivery on the overall strategic aims of modernisation.

As part of the AMS Governance, an Airspace Modernisation Oversight (AMO) Team has been established to track, challenge, and test the detailed plans of the industry working groups, delivering modernisation, to monitor and report on progress, risk and benefits. The team is now also responsible for delivering an AMS Portfolio function to internal delivery teams across the CAA, responsible for policy development projects, contributing to AMS objectives. That requires an Airspace Modernisation Oversight Associate role to be filled to support these activities.

The post holder will help with the effective capture of risk and benefits, through managing reporting structures and maintaining relationships with external organisations and internal colleagues.

This role can be based in our Gatwick or London office.

Core Accountabilities

  • Responsible for engagement with project management functions (internally and externally) for the purpose of tracking and reporting of the risk and benefits of delivery groups, including their progress against their plans.
  • Responsible for ensuring suitable governance of projects, including stakeholder liaison, planning, meeting scheduling, project control, risk and benefits management, reporting and lessons learnt is followed.
  • Responsible for delivering plan, process, procedure, and report writing tasks and maintaining documentation, in compliance with ISO9001:2015 Quality Management Standards.
  • Responsible for analyzing data to create project artefacts, dashboards and newsletters, to communicate on progress, risks and benefits to a wide range of stakeholders, in line with governance.
  • Responsible for production of management reports for governance meetings, utilizing the AMS Portfolio function’s databases and IT packages (Microsoft Word, Excel, Power Point, MS Project, SharePoint)
  • Maintaining effective relationships with internal colleagues, partners in the DfT and external organisations.
  • Liaising directly with stakeholders to ensure the effective flow of information, including managing the receipt, scrutiny and (where appropriate) publication of reports from industry delivery groups.
  • Supporting the implementation of stakeholder engagement strategies.
  • Coordination and support of external-facing events to promote and undertake AMS Oversight objectives.
  • Working closely with colleagues from Communications and Contents departments to regularly publish updates on progress, risk and benefits of AMS delivery.
  • Undertaking administrative tasks to support the AMO function and AMS Portfolio, including minute taking and managing meeting agendas and attendance.
  • Supporting in management of SharePoint site for risk and benefits artefacts.

About You

Essential

  • Ability to maintain effective relationships with internal colleagues and a range of external stakeholders.
  • Excellent communication skills including written communications and creativity, with the ability to take technical material and turn it into plain and clear language/visual aid to communicate outcomes to a wide range of stakeholders.
  • Effective time management skills.
  • Excellent listening skills.
  • Proven experience in managing meeting agendas and taking accurate minutes during complex meetings and discussions.
  • Skilled in the use of standard Microsoft products
  • Practical experience of working collaboratively with others across multi-disciplinary and multi-agency groups.

Desirable

  • Knowledge and experience of project management methodologies, with an understanding of risk and benefit principles.
  • Knowledge of the Quality Management System ISO9001:2015 standards and practices.
  • Track record in collating, analysing, and presenting data to stakeholders.
  • Experience in supporting projects and administrative tasks, tracking risk and benefits in a portfolio environment advantageous.

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
