The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
GRC has been one of the pioneers of anticipatory action and has been implementing the approach in the region since 2015. GRC’s regional programme on anticipatory action currently provides technical support to 13 National Societies in their work on anticipatory action, especially in the development of Early Action Protocols. Since 2019, GRC together with the International Federation of the Red Cross and Red Crescent and the RC/RC Climate Centre, hosts the Anticipation Hub, a platform for exchange and knowledge sharing on anticipatory action.
GRC is currently seeking an Anticipatory Action Coordinator Americas (m/f/d), based in Honduras. The delegate leads GRC’s work on anticipatory action in the region; represents GRC in regional exchanges relating to anticipatory action, and serves as the regional focal point of the Anticipation Hub. He/she is responsible for the implementation of the GRC regional programme on anticipatory action and ensures the technical coordination and quality back-stopping of the anticipatory action components of other GRC supported projects in the region, in coordination with the Head of Office.
The GRC office is located in Tegucigalpa, Honduras and was established in 2019. The Anticipatory Action Coordinator reports to the Head of Office (HoO) in Honduras with a technical line to the Anticipatory Action Unit at GRC HQ.

Main duties & responsibilities:
- Support (and lead where necessary) the development, revision, activation, monitoring, evaluation, documentation of learnings on more than 30 Early Action Protocols with 12 to 13 NS in the region;
- Ensure full implementation of the GRC regional programme on anticipatory action (AA) and the technical alignment and quality backstopping of the work of GRC on anticipatory action in the region;
- Represent GRC vis-à-vis RCRC Movement partners, governmental counterparts, and donors on matters relating to anticipatory action and assure good connections of the technical managers in the field working on AA in combination with EWS, Migration, DRR, Localization, Readiness, Hydromet/Crisis monitoring and forecasting etc.
- Enhance the technical capacities on anticipatory action of GRC and/or delegation for the benefit of the project, programs, NS and humanitarian contexts in the region;
- Contribute to and promote the integration of anticipatory action into National DRM systems (at national and local level), regional policies and planning (e.g. PRGIR);
- Develop knowledge products (case studies, guidelines etc.) based on the experiences in the region and support the mainstreaming of anticipatory action in other projects, programs and consortia in the region;
- Assure a proper management of funds (including justifications) and mainstream GRC control mechanisms;
- Represent the Anticipation Hub and advocate for anticipatory action for the Anticipation Hub;
- Facilitate exchange with anticipatory action partners in the region and joint work on alignment of concepts, terminology, integration into national systems under the umbrella of the Anticipation Hub;
- Organize the Regional Dialogue Platform on Anticipatory Action and other exchanges under the umbrella of the Hub, jointly with other members of the Hub coordination team in the region.
Required Competencies & Skills:
- Technical background in DRR and preparedness, experience in anticipatory action is a strong asset.
- At least five years of experience in the field of international cooperation, including substantial experience working in humanitarian crises and/or development contexts.
- Excellent project management skills (including financial management; budgeting, monitoring, evaluation and quality assurance, reporting, etc.)
- Experience in communication and advocacy/partnership building in the field of DRR is a plus.
- Familiarity with Latin America and Caribbean region is an asset.
- Experience in implementing donor-funded projects is a strong asset.
- Proven expertise in capacity-building, experience in working for the Red Cross / Red Crescent Movement is a strong asset.
- In-depth understanding of the humanitarian system.
- Strong analytical thinking, hands-on mentality, quality-oriented work style with attention to (and passion for) technical details.
- Excellent communication and problem-solving skills as well as intercultural sensitivity and facilitation skills.
- Oral and written fluency in English and Spanish. Knowledge of German is an advantage.
- Ability to work independently, highly solution-oriented and as a team member.
- Excellent computer skills.
- Readiness to travel to and work in remote areas is essential.
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles.
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
- Valid International Driving Permit (IDP).

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as a personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment.
