Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. 

Headquarters 3 (United Kingdom) Division (HQ 3 (UK) Div) is the Army’s principle two-star deployable headquarters and the only one maintained at readiness able to provide command and control over the full range of military activities. Our civilian and military personnel ensure that the Division is able to operate across the full spectrum of conflict and meet our operational commitments.

This post is within the Behaviours Branch and is an opportunity to develop experience in discipline, personnel, diversity, and Inclusion.

This position is advertised at 37 hours per week.

Job description

HQ 3 (UK) Division is looking for a motivated Higher Executive Officer to join our small but busy Behaviours Branch.

The Behaviours Branch supports the General Officer Commanding (GOC) 3 (UK) Div with discharging their 2* discipline responsibilities and promoting an inclusive and diverse culture across the Division. People are the Division’s centre of gravity and working in the Behaviours Branch you will have the opportunity to contribute to the Division’s People Strategy, Operation TEAMWORK and to improve the lived experience of personnel in 3 (UK) Div.

Who are we looking for?

The Military Discipline/Behaviours Higher Executive Officer will:

  • Oversee the Division’s Service Law, Warning & Sanctions, Service Complaints and Administrative casework, supporting fairness and parity of dealing by ensuring casework complies with Law, regulation and Army policies and procedures
  • Produce written and verbal briefs to GOC 3 (UK) Div on Major Administrative Actions, Service Complaints, Extended Powers, Permissions to Hear a Charge, Appointments of Bespoke Commanding Officer (CO) and applications for Administrative Discharge
  • Promote an inclusive culture within 3 (UK) Div, working to increase understanding and engagement with diversity and inclusion through education and initiative
  • Support the Division’s Behaviours Working Group, contribute to the Division’s People Strategy and Operation TEAMWORK development
  • Provide policy advice and support to the Division’s nine Brigade/Group formations
  • Conduct 2* 2nd Line of Defence Assurance of the Division’s casework acting to reduce delay and support the Division’s Brigades and Groups to attain the discipline casework Key Performance Indicators (KPIs)
  • Report and track high profile cases and produce monthly statistics
  • Have line management responsibility for up to two members of staff

Person specification

Essential:

  • Strong verbal and communication skills
  • Experience with the production of statistics
  • Proficient in Microsoft Officer applications
  • Experience with preparing and presenting briefs

Desirable 

  • Experience of military discipline

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
