Reports To: Chief Finance Officer
Term: 12 months
Site: Simpson Building
TITLE: Assistant Finance Officer
FLSA STATUS: Exempt
SALARY: JCPS salary schedule grade 87 (range $89,100 to $110,484 depending upon eligible experience). Salary schedules with experience steps can be found on the JCPS Finance website.
QUALIFICATIONS AND ATTRIBUTES:
- Bachelors Degree in Business, Accounting, Finance, Economics, or similar. A non-business related degree with a minimum of 15 semester hours in accounting is also acceptable.
- Minimum of 5 years of experience in an accounting role. Local education Agency accounting experience a plus, but not required.
- Must obtain the Certified School Business Director classification within 3 years of date of hire. Certification costs, including travel, paid by JCPS.
- Knowledgeable of GAAP and GASB statements.
- Excellent technology skills, including intermediate use of Excel.
- Ability to communicate effectively in written form, oral form, and through electronic mail.
- Ability to minimize errors with attention to detail.
REPORTS TO: CFO
JOB GOALS: To assist with planning, coordinating, and supervising the operations of the Finance office in such a way to enhance transparency, compliance with various regulatory requirements, and operational efficiency.
DUTIES AND RESPONSIBILITIES:
- Adhere to all state, federal, and local laws, policies, and procedures.
- Supervises the Purchasing, Auditing, Bookkeeper training, and Accounts Payable functions of JCPS.
- Serves as the back up for the Chief Financial Officer in his absence.
- Coordinates the review of all non-profit organizations associated with JCPS, such as booster clubs.
- Complete weekly state and federal cash flow analyses and order cash as needed for operations.
- Coordinates and collects all requested materials for external audits, reviews, surveys, and financial public records requests.
- Coordinates the annual review and updates of the Finance Manual.
- Manges the budget and financial reporting requirements for all grants in the “Other Special Revenue” fund.
- Perform profitability analyses of Before and After School Care funds and approve/deny school requests accordingly.
- Prepares and submits the annual 1099 filing for the IRS.
- Interviews all Bookkeeper candidates.
- Reviews and submits all requests for bond funds.
- Serves as the backup reviewer and check signer for school checks in lieu of the Treasurer or Principal.
- Coordinates the update of all JCPS bank signature cards (the AFO is also a signer).
- Oversees all fixed asset accounting processes.
- Oversees the sales tax refund, check escheating, and other accounting processes.
- Reviews internal control processes and coordinates changes with the CFO.
- Reviews all bank reconciliations performed by the staff accountant.
- Reviews all general ledger accounts with the CFO to ensure accuracy.
- Compute and apply monthly indirect cost charges.
- Prepares adjusting journal entries and budget journal entries as needed.
- Complete at least 24 hours of Continuing Professional Education per year through training provided by the Department of Public Instruction and North Carolina Association of School Business Officials, or related. Some in-state travel for training required.

PHYSICAL REQUIREMENTS:
- Must be able to effectively communicate orally and in writing with parents, staff, community leaders and any other Johnston County Public Schools’ customers.
- Must be able to physically perform the basic life operational functions of grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.
SPECIAL REQUIREMENTS:
- Must possess a valid North Carolina driver’s license.
- Strong interpersonal relationships with students, staff, and parents.
- Ability to communicate effectively in written and oral forms.
- Ability to develop and compile a variety of records and reports.
