Org. Setting and Reporting

  • This position is located in the Salaries and Allowances Division (SAD) of the International Civil Service Commission (ICSC) in New York. The Associate Human Resources Officer will report to the Chief of SAD. This is a one-year assignment with the possibility of renewal.

Responsibilities

Within delegated authority, the Associate Human Resources Officer will be responsible for the following duties:

  • Assist in conducting qualitative and quantitative analysis and research in all aspects relating to salaries, allowances and benefits of the United Nations common system;
  • Participate as a team member, in developing proposals relating to the existing policies and levels of salaries, allowances and benefits of staff of the common system;
  • Assist the content manager of the Division segment on the ICSC public website in updating the information relating to the Division agenda;
  • Participate as a team member in the preparation of documents for the ICSC sessions;
  • Assist in preparing the Division information notes, talking points, minutes of meetings as necessary;
  • Screen, verify and run consistency tests of various compensation data;
  • Assist in developing, implementing and managing Division’s databases;
  • Assist in the organization of seminars, working groups and expert groups meetings;
  • Guide, train and supervise General Service staff in the performance of their functions;
  • Perform other duties as assigned

Education

  • An advanced university degree (Master’s or equivalent) in management, business administration, finance, economics, social sciences, international relations or a related field is required. A first-level degree (Bachelor’s degree or equivalent) with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience

  • A minimum of two years of progressively responsible experience in administration, finance, accounting, HR management or other related areas is required Work experience in an international environment is desirable Experience in research and preparing contextual information, such as papers and other relevant documents on compensation, benefits or allowances is desirable

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in French or Spanish is desirable. Knowledge of another official United Nations language is an advantage.
