Org. Setting and Reporting
Organizational Setting and Reporting Relationships: This position is located within the Special Projects Section of the Special Projects and Innovation Branch (SPIB) of the Office of Counter-Terrorism (UNOCT). The Associate Programme Officer will report to the Programme Management Officer. The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office of Counter-Terrorism has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the 38 Global Counter-Terrorism Coordination Compact (former CTITF) Task Force entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counterterrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy. The Associate Programme Management Officer will support the implementation of the Global Fusion Cells Programme managed by the Special Projects and Innovations Branch.
Responsibilities
- Works with key clients to facilitate the development, implementation and evaluation of the Fusion Cells Programme.
- Monitors and analyses specific aspects of the programme’s development and implementation.
- Reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Assists and advises in conceptualizing, planning and implementing global, regional and national counter-terrorism and terrorism prevention training activities, including capacity-building workshops.
- Carries out basic research on selected aspects of the programme, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
- Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
- Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyses and interprets responses, identifies problems/issues and prepares preliminary conclusions.
- Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
- Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
- Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
- Participates in field missions, including provision of substantive and administrative support, data collection, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
Education
- Advanced university degree (master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required. Experience in planning and implementing counter-terrorism and terrorism prevention initiatives is required. Experience working in an international organization is desirable. Experience in Development and delivery of Capacity Building is desirable. Experience and monitoring and evaluation of project/programmes is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required. Knowledge of Arabic is desirable. Knowledge of Spanish is desirable. Knowledge of another official United Nations language is an advantage.
