Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Climate Change Division, Mitigation Branch, GEF Climate Mitigation (CCM) Unit, and will be home-based. UNEP CCM Unit is currently developing a CEO Endorsement Document for project titled “Deep decarbonization of Thai industries based on the emission trading system and carbon border adjustment mechanism”. The CCM, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines in the design of the full proposal. The consultancy will support the assessment of integration of climate change and biodiversity policy making and programming in Thailand, which is a key them of Net Zero Nature Positive Impact Programme of GEF under which the above project is being developed. Under the overall supervision of the Task Manager for Asia and the Pacific portfolio. The expert will work as described below in development of CEO Endorsement document for the project “Deep decarbonization of Thai industries based on the emission trading system and carbon border adjustment mechanism” Specific tasks and responsibilities • Review of consideration of Biodiversity and health of Ecosystems (BD/ES) aspects in Climate Change strategy and policy making. Specifically, the impact of mitigation actions to achieve GHG Emissions reductions. Review of LT-LEDS in assessing consideration of BD/ES. • Review of consideration of Climate Change actions and impacts in developing Biodiversity Strategy and Action Plan, specifically the National Plan to be submitted to CBD. • Institutional system to promote coordination between BD/ES and CC strategy, action plan and policy making. • Analysis of the review and identification of ways to strengthen the integration of Nature Positive approach in climate change agenda. • Identify the key stakeholders in government for ensuring coordinated and integrated development of Biodiversity and Climate Change strategies, long term action plans, and programmes. • Focused group discussion (FGD) with identified key stakeholders (DCCE, ONEP, etc. and other that are relevant) to present the review results and analysis and seek suggestions on achieving the object.
Qualifications/special skills
• Advanced university degree in natural sciences or biodiversity conservation, environmental sciences or a related discipline is required. • A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree. • Minimum 7 years of demonstrable experience in the technical area of ecosystems assessments, Biodiversity strategy development, policy and regulation development for ecosystems and biodiversity is required; • Experience of working on interface of climate and biodiversity is an advantage; • Experience of working with Government of Thailand Policy makers is an advantage; • Experience in working with national governments is an asset;
Languages
• English is the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required.
