The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific.

Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas, with over 63 staff from 17 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively. ADPC works across in fifteen thrust areas and three cross-cutting themes: Gender Equality and Social Inclusion, Disaster and Climate Innovation, and Regional and Transboundary Cooperation under three department named Preparedness and Climate Actions, Risk Governance, Financing and Risk Analytics and Climate Services.

ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. Department Introduction:

The Preparedness and Climate Actions (PCA) Department of ADPC focuses on enhancing the preparedness and response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and more efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

Purpose and Objectives:

ADPC is co-implementing and facilitating Phase 2 of the Bangladesh Preparedness Partnership under the overall leadership and guidance of the Ministry of Disaster Management and Relief (MoDMR), Bangladesh. BPP is an innovative partnership instrumental in supporting the Government of Bangladesh in leading and operationalizing its flagship policy of SOD 2019 through a multi-stakeholder partnership model. Phase 2 of the BPP will strengthen the multi-stakeholder partnership platform at the national and sub-national levels, building operational and technical capacities, research applications, and knowledge-sharing mechanisms.

ADPC seeks to recruit a district-level coordinator in Kurigram to provide technical, operational and administrative support on operationalizing the SOD 2019 in close coordination with District, Upazila, Municipality Administration, Disaster Management stakeholders and BPP partners in line with the program framework. Moreover, the coordinator will be responsible to provide dedicated support to the District Disaster Management Information Centers (DMIC) in coordination with the District Administration and DRRO Office for making them functional and operational with BPP support. The coordinator based in Kurigram will work together with the Ministry of Disaster Management and Relief, Department of Disaster Management, the district and municipality administration and BPP partners for providing required support in the implementation of BPP activities.

The consultant position is open only to Bangladeshi nationals.

Expected Outputs:

The consultant will work closely with the program team, sectoral focal points from BPP partners, relevant stakeholders from national to district level such as the Ministry of Disaster Management and Relief (MoDMR), respective District administration officials such as DRRO, PIO, Municipal administration and BPP partners to ensure the timely delivery of priority activities.

Responsibilities and Tasks:

  1. Coordinate with relevant stakeholders to accelerate BPP implementation.
  2. Support and coordinate with BPP Partners and District Administration, specifically DRRO and Municipality for timely implementation of BPP interventions.
  3. Lead the implementation of DMIC activities at the district level.
  4. Ensure close communication and coordination with sectoral partners and BPP team of ADPC Dhaka office.
  5. Support the team in quality execution and documentation of BPP activities.
  6. Highlight and document emerging needs and priorities in disaster preparedness.
  7. Track the progress, collect, record and submit M&E data.
  8. Any other additional tasks assigned by the program team.

Working Principles:

The Consultant will work closely with and report to the Senior Project Manager based in ADPC Country Office-Dhaka-Bangladesh under the overall guidance of the Project Management Specialist based in ADPC HQ-Bangkok, Thailand.

Qualifications:
Education and Expertise:

  • A master’s degree in Public Policy and Planning, Governance, International Development, Disaster Management, Emergency Management, Urban and Rural Planning, Public Administration, Development Studies, Sociology, Social Science or any other relevant university degree.
  • At least ten years of experience working with national and international organizations; Working in the Disaster Management field will be an added advantage.
  • Extensive expertise, knowledge, and experience in the field of Disaster Information Management, emergency preparedness and response, multi-sectoral engagement in DRR, institutional strengthening, or public policy is desirable.
  • Knowledge and understanding of the disaster management eco-system of Bangladesh, functioning of emergency preparedness systems, public administration rules and procedures for Bangladesh is essential;
  • Proven working experience with national and local level government agencies such as the Department of Disaster Management (DDM), Ministry of Disaster Management and Relief (MoDMR), District, Upazila, Municipalities and Unions, Disaster Management Committees including coordination with multi-stakeholders.
  • Demonstrated experience of working with Private Sector entities for disaster management and preparedness activities will be an added advantage.
  • Should have excellent English and Bengali language skills, both oral and written;

  • Verbal and written communication skills in English and Bangla are essential;
  • Excellent writing and communication skills;

  • Works well in a diversified, multi-dimensional, and changing environment.

Duty Station: Home-based in Kurigram

Duration: 06 months (16 March – 15 September 2025); Initially for 06 months and with the possibility of extension based on the Performance and availability of fund.
