Job Description:

• The Virginia Department of Health’s Division of Community Nutrition is seeking a qualified contractor to serve as a full-time Breastfeeding Peer Counselor Liaison (BPCL). This position supports the State Breastfeeding Coordinator in overseeing the statewide Breastfeeding Peer Counselor Program, a key initiative within the Women, Infants, and Children (WIC) Program. The BPCL plays a central role in providing technical assistance, staff training, policy development, and program coordination to promote breastfeeding best practices across Virginia.

Role & Responsibilities:

• Assist with day-to-day operations and coordination of the Breastfeeding Peer Counselor Program.
• Provide technical support and training to local agencies and peer counselors.
• Evaluate program performance and recommend enhancements to improve service delivery.
• Contribute to policy development and quality assurance efforts.
• Maintain accurate and up-to-date records of peer counselor staffing and program activities.
• Support communication and collaboration between local agencies, the State Breastfeeding Coordinator, and community partners.
• Develop and present lactation training materials and resources.
• Promote awareness of barriers to breastfeeding and advocate for equitable access to support services.

Minimum Qualifications:

• In-depth knowledge of lactation management practices, breastfeeding standards of care, and counseling techniques.
• Understanding of the WIC Program and the unique nutritional needs of pregnant and breastfeeding women and infants.
• Familiarity with challenges faced by breastfeeding families and the broader public health context.
• Proficiency in interviewing, counseling, behavior change strategies, and maintaining confidentiality.
• experience with program implementation, quality assurance methods, and staff development.
• Strong written and verbal communication skills, including the ability to develop policies, standards, and curricula.
• Knowledge of community health and lactation support resources.

Preferred Qualifications:

• International Board-Certified Lactation Consultant (IBCLC) strongly preferred.
• Prior experience coordinating peer counselor programs or community-based breastfeeding support initiatives.
• Demonstrated ability to lead training sessions and deliver technical guidance.
• Exceptional organizational skills and ability to manage multiple priorities in a dynamic environment.
