The consultant will be responsible for developing and implementing a comprehensive training program that incorporates stakeholder consultation, course development, and delivery of training sessions. The work encompasses strategic advisory support to government stakeholders and coordination with communication partners for developing strategic plans.
Deliverables
1. Consultation Phase
The consultant will plan and execute a comprehensive consultation process with key government stakeholders. This will involve developing a detailed consultation methodology and conducting three structured consultation meetings. For each consultation, the consultant will prepare thorough documentation including participant lists, discussion summaries, and key findings. The consultant will synthesize these findings into a comprehensive needs assessment report that identifies specific capacity gaps and training requirements. Based on these consultations, the consultant will develop a detailed module outline for IOM’s and donor approval, incorporating stakeholder feedback and aligned with project objectives.
The Consultant shall conduct a literature review to inform the development of a training curriculum tailored to the Pakistani context. The Consultant will prepare a draft curriculum, which will be presented to participants during consultation sessions. Feedback gathered during these sessions will be incorporated to finalize the training curriculum content.
2. Course Development Phase
Following the approved outline, the consultant will develop a complete training curriculum tailored to the Pakistani context. This will include creating comprehensive training modules that incorporate IOM’s global guidelines while addressing locally identified needs. The consultant will prepare detailed trainer guides that include session plans, timing, powerpoint presentations and facilitation notes. Additionally, the consultant will develop participant workbooks with exercises, case studies, and reference materials. All materials must integrate gender-responsive and rights-based approaches throughout. The consultant will also create pre and post-training assessment tools to measure learning outcomes. All materials must be provided in both hard and soft copy formats, with editable versions for future updates.
3. Training Implementation Phase
The consultant will implement four in-person training sessions, for three days each scheduled strategically across two quarters. Two sessions will be conducted in Q4 2025, and the remaining two sessions in Q2 2026 (tentative timeline). One training session each will be conducted in Islamabad and province of Punjab, KP and Balochistan. Each session will accommodate 25 participants from various government departments. The consultant will prepare detailed session reports documenting the delivery process, participant engagement, and learning outcomes. These reports should include participant feedback, challenges encountered, and recommendations for improvement. The consultant will also develop a monitoring framework to track the effectiveness of the training program across all four sessions.
4. Video Documentation and Online Course Development
The consultant will work closely with IOM’s designated communication firm and donor’s communication focal person and technical advisor to ensure high-quality video documentation of the training sessions. This involves identifying key learning segments suitable for video capture, reviewing recorded content for technical accuracy and clarity, and providing guidance on content adaptation for online delivery. The consultant will ensure that training delivery methods are compatible with video recording requirements while maintaining participant engagement. They will provide technical input on how to effectively transform in-person training elements into engaging online learning materials, including recommendations for interactive elements and assessment methods suitable for online delivery.
5. Strategic Advisory Support
The consultant will provide comprehensive technical input to support the Government of Pakistan(GIZ, NAVTTC & MOP&HRD) in strengthening its and mechanisms for migration management to enhance a human-centred, future-oriented and holistic approach for returnees migrant & potential migrants. This involves conducting a thorough analysis of existing frameworks and strategic plans, identifying gaps and areas for improvement. The consultant will develop detailed strategic plans including recommendations for enhancing access to training opportunities for returning migrants, including specific mechanisms for skills assessment, recognition, and upgrading. They will also provide strategic guidance on developing new employment pathways for potential migrants, taking into account international labor market demands and Pakistan’s competitive advantages. The consultant will document international best practices relevant to Pakistan’s context and provide specific recommendations for their adaptation and implementation through the strategic plans (one strategic plan at national level and one for KP and Baluchistan & Punjab each). This will culminate in a detailed four strategic plans one at national level and three at provincial level outlining proposed frameworks, implementation strategies, action plans and monitoring mechanisms.
- Advanced degree in education, social sciences, migration studies, or related field
- Minimum 7 years of experience in training development and capacity building, policy/strategy development
- Prior experience in developing similar documents
- Demonstrated expertise in migration management and labor mobility
- Previous experience working with government stakeholders in Pakistan
- Strong understanding of gender-responsive and rights-based approaches
- Demonstrated experience in policy analysis and strategic planning
- Knowledge of international best practices in migrant training and employment frameworks
- Experience in providing technical advisory services to government stakeholders
- Excellent facilitation and communication skills
- Fluency in English and Urdu.
Languages:
Required:
- Fluency in English is required (oral and written).
Desirable:
- Working knowledge of Urdu or other languages spoken in Northern Sindh is an advantage.
