Background:
UNICEF works in Ukraine to ensure that every child, especially the most vulnerable, has access to the opportunities and resources necessary for their development. UNICEF promotes and protects the rights of children, ensuring they are given a safe environment to grow and thrive, especially during times of crisis. In line with the Ukraine Country Programme Document (2025-2029), UNICEF focuses on key areas, including child protection, education, health and nutrition, social protection, water, sanitation, and hygiene (WASH), with gender equality as a cross-cutting focus. The Country Programme aims to support the Ukrainian government, civil society organizations, and other partners to ensure a gender-responsive, sustainable, rights-based, and child-focused recovery.
UNICEF Ukraine is seeking qualified and experienced experts and trainers to apply for inclusion in its roster for upcoming consultancy assignments in alignment with UNICEF’s strategic objectives outlined in the UNICEF Country Programme Document and in the Gender Strategy for Ukraine (2025-2029) in line with the Global UNICEF Gender Action Plan.
The selected experts and trainers will provide technical assistance, capacity development, and support across a wide range of UNICEF programmatic sectors, contributing to the realization of the rights of children and adolescents in Ukraine, with a strong focus on gender equality and the empowerment of women and girls.

Note: Applications will be reviewed on an ongoing basis as part of the creation of a roster. Inclusion in the roster does not guarantee immediate employment or assignment.
Selection Process:
Candidates will be selected based on their qualifications, experience, and alignment with UNICEF’s needs. After joining a thematic roster, applicants will be invited to provide information about their professional background and complete a competency-based test to demonstrate their knowledge. Only applicants who pass all screening procedures will be included in the roster.
Roster members will be called upon for specific assignments based on their expertise and the needs of the programme. When demand arises in a particular thematic area, pre-selected consultants will be called upon to provide demand-driven services.
A specific Terms of Reference outlining the outputs for each assignment will be provided and a consultants’ contract will be issued to the consultant, detailing the timeframe and deadlines for the position. Conditions of a particular assignment may be negotiable.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
