Areas of expertise sought:

We are seeking experts and trainers in the following areas:

• Gender-responsive child protection systems and mechanisms
• Age-appropriate and gender-responsive mental health and psychosocial support (MHPSS) services for children and families (including children and caregivers with disabilities)
• Gender-transformative parenting and childcare, including in family-based alternative care
• Gender-transformative education, including teacher training, curriculum development, and vocational training
• Comprehensive sexuality education with and for adolescents
• Gender-transformative youth engagement and girl’s empowerment
• Maternal, newborn, and child health, with a focus on gender-responsive interventions
• Sexual and reproductive health and rights (SRHR) in humanitarian contexts and with young people
• Gender and immunization
• Nutrition interventions and gender dimensions of breastfeeding
• Gender-responsive social protection programmes, including cash transfers and social welfare systems
• Gender-responsive budgeting and planning at decentralized level, with local authorities, and gender mainstreaming in local development strategies for recovery
• Care economy, unpaid care work, and family-friendly policies with a focus on gender equality
• Gender-responsive water sanitation and hygiene (WASH) systems and programing
• Gender analysis of the WASH sector to identify bottlenecks and opportunities, particularly in male-dominated institutional structures
• Gender components in WASH policies, promotion of female leadership, and strengthening protection mechanisms
• Gender-responsive climate change adaptation mainly for water security
• Gender equality and GBV considerations in capacity development programmes for water utilities.
• Data collection and analysis on child rights violations with a focus on gender disparities
• Gender-responsive and human rights-based approaches to monitoring and reporting on children’s rights
• Discriminatory gender norms and social and behavior change programming and campaigns
• Community outreach and engagement strategies to promote gender equality
• Positive masculinity, engaging men and boys in programming
• Gender mainstreaming across all sectors, including child protection, education, health and nutrition, social protection, and WASH
• Gender-related capacity development of authorities, frontline workers, parents, and children of different age
• Advocacy for the rights of girls and women in the context of emergencies and recovery
• Intersectional gender analysis and the development of strategies to empower women and girls

 

Scope of Work:

Consultants selected for this roster may be called upon for assignments including but not limited to:

• Design, development, and deliver capacity development workshops and training sessions for government counterparts, NGOs, and UNICEF staff.
• Provide technical guidance and support in programme development, implementation, and monitoring.
• Conduct assessments, evaluations, and analysis of programme activities and ensure the integration of gender equality in project design and execution.
• Provide expertise on policy development and strategic planning from a gender perspective and providing recommendations for improvement.
• Engage in advocacy and provide technical expertise on child rights and gender equality.

 

To qualify as an advocate for every child you will have… 

Education:

• An advanced university degree (Master’s degree or equivalent degree) in Gender Studies or related fields, with specialization in any of the thematic areas of expertise listed in the call.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience, skills and competencies:

• Proven expertise and a track record of at least 5 years of relevant work experience in the respective field is required.
• Demonstrated experience in the promotion of gender equality, including designing and delivering capacity development activities for diverse stakeholders, with sound research and communication skills is required.
• Solid knowledge of international and national standards on gender equality and women’s rights and related instruments is required.
• In-depth understanding of the Ukrainian context, including the impact of the ongoing crisis on children, women, and families, is required.
• Strong commitment to UNICEF’s core principles, child rights, and gender equality is required.
• Excellent analytical skills with strong drive for results and capacity to work independently.
• Excellent computer skills (MS Office).

Languages: 

• Ukrainian: Proficient/Native [C2];
• English: is an advantage.

Note: Applications will be reviewed on an ongoing basis as part of the creation of a roster. Inclusion in the roster does not guarantee immediate employment or assignment.

 

Selection Process:

Candidates will be selected based on their qualifications, experience, and alignment with UNICEF’s needs. After joining a thematic roster, applicants will be invited to provide information about their professional background and complete a competency-based test to demonstrate their knowledge. Only applicants who pass all screening procedures will be included in the roster.

Roster members will be called upon for specific assignments based on their expertise and the needs of the programme. When demand arises in a particular thematic area, pre-selected consultants will be called upon to provide demand-driven services.

A specific Terms of Reference outlining the outputs for each assignment will be provided and a consultants’ contract will be issued to the consultant, detailing the timeframe and deadlines for the position. Conditions of a particular assignment may be negotiable.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
