About the project

BRIDGE+ project is a follow-up phase of BRIDGE, which was implemented from September 2018-October 2023 reaching out 92,000+ dairy farmers and other value chain actors in four regions (Amhara, Oromia, Sidama/SNNPR and Tigray. The BRIDGE project has transitioned from a project focusing on the creation of direct impact at smallholder level to a project with a broader sector objective in order to ensure that the impact for smallholders is deepened and sustained. The project interventions have contributed to the creation of a sector that according to the project evaluation mission is “showing signs of take-off”. The BRIDGE project has also developed approaches with deep impact on the dairy value chain in Ethiopia. BRIDGE+ is designed to scale up these approaches (including geographical expansion) and sustain the results achieved by the predecessor dairy projects.

The overall objective of BRIDGE+ project is to contribute to a dairy value chain that creates inclusive and sustainable benefits for all its participants, including wider society, with particular focus on smallholder farmers within the mixed farming system. The project is funded by Embassy of the Kingdom of the Netherlands and will be implemented by a consortium of SNV-Netherlands Development Organization, Wageningen University & Research and Agriterra. This ToR is prepared to hire external qualified consultancy firm to conduct the project baseline survey.

Job Description

  • Geographic scope: The baseline will cover all targeted regions and sample milksheds, which cover all the major dairy producing areas in the country.
  • Project Components: All the project components that need baseline will be covered by the baseline assignment.
  • Project Results: – The baseline will cover both direct and system level project results for the defined indicators in the project result framework. There is an increasing overlap between project and sector results, due to the ambition, scope and geographical spread of the project interventions. In addition, qualitative assessments will create a basis on changing role and responsibilities in the sector and changes in value chain relationships, in order to create insight on depth of impact.
  • Baseline for Control group: -The baseline will cover only for the treatment group that will be affected by the project interventions. Due to the national scope of BRIDGE+ and its ambition to influence the (entire) sector, it is not possible to clearly distinguish between control and treatment groups, also because no (potential) target groups are excluded from interventions. The selected consultancy firm is therefore not required to establish baseline for a comparison group that will not receive support from the project. However, proposals need to include specific methods and approaches to overcome this limitation.

Qualifications

Applicants for this baseline assignment should meet the following requirements: –

  1. Consultancy firm having relevant renewed license. 
  2. Proven experience/track record of the firm/team of consultants on project baseline, evaluation for a minimum of ten years, and experience particularly on dairy/livestock or agriculture projects baseline/ evaluation preferably in Africa/Ethiopia and funded by DGIS/EKN.
  3. Good understanding of DGIS PSD and FNS indicators and result frameworks.
  4. Team composition: relevant qualification and experience of proposed team members, including the lead consultant.
  5. Knowledge and experience of proposed team members of the Ethiopian dairy sector.
